78-311 "Consideration of a resolution endorsing the State Water Control Board's <br /> allocation of EPA funds for construction of the municipal waste water t~Keatment plants. <br /> <br /> This resolution to be presented to the State Water Control Board at its September 26, <br /> 1978 public hearing calls for the earliest possible allocation of matching Federal funds <br /> for the upgrading of Portsmouth's Pinners Point Sewage Treatment Plant, and other much needed <br /> projects requested by the Hampton Roads Sanitation District. The State Water Control BOard's <br /> present five year allocation plan, Which is the subject of the September 26, 1978 public <br /> hearing, provides for $27,500,000 of Federal matching funds over a three year period com- <br /> mencing October 1, 1979. This will enable the City to meet the July 1, 1983 deadline imposed <br /> by Congress for the upgrading of the Pinners Point Sewage Treatment Plant to the secondary <br /> treatment level. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Gray, the following resolution was adopted, <br /> and by the following vote: <br /> <br /> "A RESOLUTION ENDORSING THE STATE WATE~ CONTROL BOARD'S PLAN AND FUNDING ALLOCATION <br /> FOR CONSTRUCTION OF MUNICIPAL WASTE WATER TREATMENT PLANTS. <br /> <br /> WHEREAS~ the City of Portsmouth is under the mandate of the Environmental Protection <br />Agency to upgrade the Pinners Point Sewage Treatment Plant to a secondary treatment level <br />by July l, 1983; and <br /> <br /> WHEREAS, the Environmental Protection Agency has directed federal funds to the Virginia <br />State Water Control Board for the upgrading of municipal water treatment projects; and <br /> <br /> WHEREAS, the Virginia State Water Control Board has formulated a plan <br />allocation for construction of municipal waste water treatment plants; and <br /> <br /> WHEREAS, under such plan there is sufficient funds to construct the necessary improve- <br />ments at the Pinners Point Sewage Treatment Plant. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that it endorses the expeditious approval and funding of the, Pinners Point Sewage Tre4tment <br />Plant upgrading and commencing no later than October 1, 1979. ' '~ <br /> <br /> BE IT FURTHER RESOLVED that the State Water Control Board is urged to consider additional <br />funding for the urgently needed projects requested by the Hampton Roads Sanitation District <br />which also serves the City of Portsmouth." <br /> <br /> Ayes: Barnes, Gray, Holley, Oast <br /> Nays: None <br /> <br /> 78-312 - "Consideration of a motion authorizing the City Manager to enter into a contract <br />with the U. S. Postal Service for the construction of certain public improvements on Broad <br />Street and Meander Street as the future site for the new post office. <br /> <br /> This contract sets forth the requirements whereby the U. S. Postal Service would act <br />as developer and contract with the City for public improvements as required in accordance <br />with the City Code. The City Manager recommends adoption." <br /> <br /> Moti©n of Mr. Barnes and seconded by Mr. Oast, that the City Manager be authorized to <br />enter into ~contract with the U. S. Postal Service, as recommended, and was adopted by <br />animous vote. <br /> <br />Councilman Elliott arrived at the meeting at 7:55 p.m. <br /> NEW BUSINESS - <br /> <br /> 78r314 - H. R. Simpson,~4961 Briarwood Lane, spoke concernigg lhe City Code pertaining <br />to violation of installing monuments in cemeteries. (See Exhibit 78-314) <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Oast, that the City Attorney furnish an opinion <br />on the way monuments being installed - if they meet the City Code or whether the Code is <br />being violated, and~the matter to be delayed until information is received; that the City <br />Manager have the Engineering Departmeht furnish a report on what is necessary and what is <br />being done in other cities on installing monuments, and the matter to be brought back for a <br />decision at a later date, and at which time the City Manager to notify Mr. Simpson of his <br />findings, and was adopted by unanimous vote. <br /> <br /> 78-308 - "Consideration of a resolution authorizing the City Manager to convey to Loving <br />and Gay Funeral Home certain City-owned property adjacent to Churchland Academy School. <br /> <br /> City Council authorized the City Manager to advertise for sale lots #25,#26, and #27, <br />Block #21 from the plat of the Churchland Land Company, as recorded in the Circuit Court. <br />Sealed bids were received on August 23, 1978, with Mr. Harry Loving of Loving and Gay submit- <br />ting the highest bid of $21,055.
