September 12, 1978 <br /> <br /> On motion of Mr. Oast and seconded by Mr? Barnes, the following resolution was adopted, <br />and by the followin~ vote: <br /> <br />"A RESOLUTION REAFFIPdvIING ENDORSEMENT OF THE PROGRJu~I SPONSORED BY THE CLEAN <br />COF~qUNITY CO~ISSION; WELCOMING THE KEEP AMERICA BEAUTIFUL, INC. PROJECT LEADER <br />WORKSHOP TO THE CITY OF PORTSMOUTH. <br /> <br /> WHEREAS, the Portsmouth City Government has sponsored the creation of the Clean Community <br />Commission; and <br /> <br /> WHEREAS, the Commission has organized and become a vital force in promoting a clean <br />city through its volunteer committees for business and industry, communications, c6mmunity <br />organizations, federal agencies, schools and municipal operations; and <br /> <br /> " WHEREAS, th~~ ~i~n community Commission sponsored the national award winning "PRIDE" <br />Week Program; and <br /> <br /> WHEREAS, Keep America Beautiful will hold a Project Leader Workshop for other cities <br />here in Portsmouth on September 20 - 22, 1978. <br /> <br /> NOW, THEREFORE,. BE IT RESOLVED, that the Council of the City of Portsmouth, Virginia, <br />progdly welcomes ~eep~America Beautiful, Inc. to our City and wishes them a most pleasurable <br />and successful visit; and <br /> BE IT FURTHER RESOLVED, that we re'affirm our endorsement of the Clean Community Commission <br />and encourage all members of the community to support the Commission through voluntary <br />contributions in its efforts to clean up our City and change citizen attitudes toward litter; <br />and <br /> <br /> BE IT FURTHER RESOLVED, that we recognize and thank the members of the Commission, <br />its Committees and the volunteers for the many willing hours they have given in building <br />"PRIDE" as members of the Clean Community Team." <br />* See Vote below <br /> ~81~-,.,C~nsideration of a resolution appointing viewers for the closing of a portion <br />of a 12~1/2 f0ot alley on the north side of Franklin Avenue. <br /> <br /> Robert C. and Ruth Jacobs have petitioned to close a portion of a 12 1/2 foot alley <br /> on the north side of Franklin Street. This matter has been before the Planning Commission; <br /> and, this resolution appoints viewers for a report back to City Council as required by <br /> State law. The City Manager recommends adoption." <br /> <br /> On motlon of Mr. Oast and seconded by Mr. Barnes, the following resolution was adopted, <br /> and by the following vote: <br /> "A RESOLUTION APPOINTING VIEWERS FOR CLOSING THE FOLLOWING: A PORTION OF A 12-1/2 <br /> FOOT ALLEY ON THE NORTH SIDE OF FRANKLIN AVENUE. <br /> <br /> WHEREAS, Robert C~~and Ruth Jacobs and others have made application to vacate, close <br /> and discontinue the hereinafter-described portion of a certain alley, and it appearing <br /> that notice of .application and request for the appointment of viewers was duly posted August <br /> 23, 1978, on the bulletin board of the General District Court, Civil Division, of the City <br /> of Portsmouth, the bulletin board of the Circuit Court of the City of Portsmouth, and the <br /> bulletin board of the City Hall of the City of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br /> that Frank N. Bilisoly, C. E. Ellis, Linen Vann, A. N~ Kendrick, James A. Linehan, be app0inte <br /> viewers and Belvin W. Blackman be appointed an alternate viewer in the event one of the <br /> preceding viewers fail to participate, said viewers to view the hereinafter-described portion <br /> of such alley and to report to this Council in writing, whether in their opinion any, and <br /> if any, what inconvenience would result in vacating and closing the following: <br /> <br />12-1/2 FOOT ALLEY <br /> <br /> That certain 12-1/2 foot alley extending from the north side of Franklin . <br />Avenue to the south side of Edison Avenue as shown on the pla~t' Of Highland~Park <br />recorded in the Clerk's Office of the Circuit Court of the City of Chesapeake',, <br />in Map Book 16, at page 61.
