The City of Portsmouth has made petition to close portions of the above named streets <br /> located in the port area. The City Planning Commission has reviewed same. Barnes <br />and by the following vote: <br /> <br />and seconded bY Mr. Gray, <br /> <br />the following resolution was <br /> <br />adopted, <br /> <br />"A RESOLUTION APPOINTING VIEWERS FOR CLOSING THE FOLLOWING STREETS: PARCEL I, <br />A PORTION OF HILL AVENUE - PARCEL II, A PORTION OF SOUTHERN AVENUE - PARCEL III, <br />A PORTION OF CAROLINA AVENUE - PARCEL IV, A PORTION OF PINNERS AVENUE -PARCEL <br />V, A PORTION OF SEABOARD AVENUE - PARCEL vi, A PORTION OF PAGE STREET - PARCEL <br />VII, A PORTION OF SERPELL STREET - PARCEL VIII, A PORTION OV SPENCER STREET <br />PARCEL IX, A PORTION OF HARPER'S ROAD. <br /> <br /> WHEREAS, the City of Portsmouth has made application to vacate, close and discontinue <br />the hereinafter described portion of certain streets, and it appearing that Notice of Applicai <br />and request for the Appointment of Viewers was duly posted September 8, 1978 on the bulletin <br />board of the City Hall Building of the City of Portsmouth, the bulletin board of the General <br />District Court, Civil Division, of the City of Portsmouth and the bulletin board of the CircuJ <br />Court of the City of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />Frank N. Bilisoly, A. N. Kendrick, Colonel Henry P. Crowe, James H. Griffin, and Linon Vann <br />be appointed viewers and Zalmon I. Blachman be appointed an alternate viewer in the event <br />one of the preceding viewers fails to participate, said viewers to view the hereinafter descrJ <br />portion of such streets and to report to the Council in writing whether in their opinion any, <br />and if any, what inconvenience would result in vacating and closing the following: <br /> <br />PARCEL I <br /> <br />Hill Avenue between Wesley Street and Seaboard Avenue. <br /> <br />PARCEL II <br /> <br />Southern Avenue west of Hill Avenue <br /> <br />PARCEL III <br /> <br />Carolina Avenue between Industrial Avenu6 and Spencer Street. <br /> <br />PARCEL IV <br /> <br />Pinners Avenue between Industrial Avenue and Spencer Street. <br /> <br />PARCEL V <br /> <br />Seaboard Avenue between Industrial Avenue and Harper's Road. <br /> <br />PARCEL VI <br /> <br />Page.Street between Martin Luther King Freeway and Seaboard Avenue. <br /> <br />PARCEL VII <br /> <br />Serpell Street between Martin Luther King Freeway and Seaboard Avenue. <br /> <br />Spencer <br /> <br />PARCEL VIII <br /> <br />Street between Martin Luther King Freeway and Seaboard Avenue. <br /> <br />PARCEL IX <br /> <br />Harper's Road from Seaboard Avenue to Cleveland Street." <br /> <br />Ayes: Barnes, Early, Blliott,' Gray, Davis <br />Nays: None <br /> <br /> 78-329 - "Consideration of a motion to transfer <br />Account to continue operaZion of the Career Criminal <br />Attorney's Office. <br /> <br />$288,334 from the Grants Contingency <br />Program administered by the Commonwealth <br /> <br /> This motion will provide the funds necessary to continue operation for a second year <br />of Che Career Criminal Program. Administered by the Office of the Commonwealth Attorney, <br />the program will strengthen its ability to give priority emphasis to the prosecution of <br />repeat criminal defendants and will improve the office's management capability with the <br />institution of a Prosecutor's Management Information System {PROMIS).
