<br /> 78-550 - Consideration of a motion to transfer $97,162 from the Grants Contingency
<br />Account to continue operation of the Institute for Criminal Justice.
<br />
<br /> This motion will provide the funds necessary to continue operation of the Institute
<br />for Criminal Justice, a regional agency heretofore administered by the College of William
<br />and Mary. Serving the four-city area of Portsmouth, Norfolk, Virginia Beach and Chesapeake,
<br />the Institute provides technical assistance to improve the quality of criminal justice and
<br />its administration and to reduce the incidence of crime. Of the total $97,162, $65,162 is
<br />the Federal share and $52,000 is the local match to be divided equally between the four parti~
<br />paring jurisdictions. The City Manager recommends adoption."

<br />AccouRt to continue operation of Middle Street Park Improvement, Recreation Center Renovation
<br />Fire Prevention Education and Park Security.
<br />
<br /> This motion will provide the funds necessary to continue operation of these four separat~
<br />projects for the balance of their respective twelve-month operating periods. Funded entirely
<br />through the Comprehensive Employment and Training Act, the projects will offer employment
<br />opportunities for low-income, unemployed residents of the City as well as provide needed
<br />improvement to public facilities, park security and fire prevention. The City Manager recom-
<br />mends adoption."

<br /> the items from the current agenda. This information is being submitted per your request
<br /> at a previous meeting."

<br /> Motion of Mr. Barnes and seconded by Mr. Gray, to concur in the recommendation of the

<br />NEW BUSINESS

<br /> 78-332 - Dr. John Domisse, 4409 Deborah Court, representing Community Action, Inc.,
<br />spoke regarding aid to the'deinstitutionalized persons, and presented the following resolutio~
<br />
<br /> "WHEREAS, Community Action, Inc. has studied the housing, supervision, and facilities
<br />for Portsmouth residents discharged from mental institutions; and
<br />
<br /> WHEREAS, housing, supervision, daily nursing care, vocational and recreational facilitie:
<br />for former patients of the Sta~e hospitals are lacking in Portsmouth; and
<br />
<br /> THEREFORE, BE IT RESOLVED, That Community Action, Inc. in concert with the Portsmouth
<br />Mental Health Association, the Portsmouth Mental Health and Mental Retardation Services Board
<br />and other concerned citizens groups, bring to the attention of the City Government, the
<br />Commonwealth of Virginia, and concerned Departments of the Federal Government, the above-
<br />mentioned conditions and that specific programs be initiated to provide:
<br />
<br />Better community housing for chronic, ambulatory mentally ill
<br />patients in the community.
<br />
<br />Better supervision of the patients and of the boarding home-keepers
<br />and staff.
<br />
<br />3. Stricter licensing of such boarding homes.
<br />
<br />4. Reconsideration of the issue of a Half-Way House in Portsmouth.
<br />
<br />Provision of more workshop and recreational facilities for these

<br /> 78-555 - O~:~otion of Mr. Early and seconded by Mr. Barnes, the following resolution Was
<br />adopted, and by the following vote:

<br />"A RESOLUTION ENDORSING THE "EASTERN CORRIDOR" OF THE PROPOSED NEW SEGMENT
<br />OF INTERSTATE HIGHWAY 9S.
<br />
<br />WHEREAS, there has been proposed a new segment of Interstate Highway 95; and
<br />
<br />WHEREAS, two routes have been advocated, one east of the City of Richmond, and one west;
<br />
<br />and
<br />
<br /> WHEREAS, an "Eastern Corridor" would be beneficial to the Port and Industrial traffic
<br />generated by the Tidewater Community.
