85 78-326 - "Consideration of a Resolution authorizing the City Manager to apply for funding from the Virginia Department of Corrections for renovation and improvement of the City Jail. This resolution will authorize the City Manager to make application for additional lundin required to complete the financing of the proposed renovation to the City Jail. In order for the City to make application for an additional $50,000 the Virginia Department of Correc- tions requires g resolution au~h0~izing th~ application by the governing body. The City Manager recommends adoption." On motion of Mr. Early and seconded by Mr. BarneS, the following resolution was adopted, and by the following vote: "A RESOLUTION AUTHORIZING THE CITY MANAGER TO APPLY FOR FUNDING FROM THE VIRGINIA DEPARTMENT OF CORRECTIONS FOR RENOVATION AND IMPROVEMENT OF THE CITY JAIL. WHEREAS, it has been determined that Two Hundred Sixty-four Thousand, Nine Hundred Nine ($264,909.) Dollars will be made available from the Division of Justice and Crime Prevention for renovation and enlargement of the City Jail; and WHEREAs, an additional Fifty Thousand ($50,000.) Dollars is required to complete the financing of said renovation; and WHEREAS, the Virginia Department of Corrections maintains funds for such renovation and construction on a fifty percent (50%) reimbursement basis for local expenditures to a maximum of Fifty Thousand ($50,000.) Dollars. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the City Manager be, and he hereby is, authorized to apply for funding from the Virginia Department of Corrections for renovation and enlargement of the Port,smouth City Jail." Ayes: Barnes, Early, Blliott, Gray, Davis Nays: None 78~327 "Consideration of a resolution requesting that the Virginia Department of Highways and Transportation support the design and reconstruction of Poplar Hill Road and Towne Point Road from Route 17 to its intersection with Twin Pines Road; the City commits to pay 10% of its total cost. The VirginiacD~partment of Highways and Transportation held a public hearing on the design and proposed construction of a 4 lane divided road from Route 17 along Poplar Hill Road, changing ~o Towne Point Road;/at.!Churchland Boulevard, and proceeding to its intersection with Twin Pines Road. This action was initiated upon a joint request from the cities of Portsmouth and Chesapeake to be constructed along with the construction of the cloverleaf for the Western Freeway at Twin Pines Road. The City Manager recommends adoption." On motion of Mr. Early and seconded by Mr. Elliott, the following resolution was adopted, and by the following vote: "A RESOLUTION REQUESTING THE VIRGINIA DEPARTMENT OF HIGHWAYS AND TRANSPORTATION TO SUPPORT THE DESIGN AND RECONSTRUCTION OF POPLAR HILL ROAD AND TO~%~B POINT ROAD BETWEEN ROUTE 17 AND TWIN PINES! ROAD; CITY TO PAY TEN PERCENT OF THE TOTAL COST. WHEREAS, Section 33.1-89 of the Code of Virginia as amended by the 1970 session of the General Assembly, authorizes the State Highway and Transportation Commissioner to acquire rights-of-way for construction, reconstruction, alteration, maintenance and repair of public highways within the boundary of municipalities on projects which are constructed with State or Federal participation; and WHEREAS, Section 33.1-89, as amended, further provides that the virginia Department of Highways and Transportation may exercise its authority only upon receipt of an official request from the City involved; and WHEREAS, this Resolution is contingent upon a satisfactory drainage plan to the City of Portsmouth being devised. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the Council hereby requests the Virginia Department of Highways. and Transportation to support the design and reconstruction of Poplar Hill Road and Towne Point Road between Route 17 and ~in Pines Road located within the corporate limits of the City of Portsmouth. BE IT FURTHER RESOLVED that the City of Portsmouth agrees to pay ten percent (10%) of all costs incurred in the design and reconstruction of Poplar Hall Road and Twin Pines Road. BE IT FURTHER RESOLVED that it is understood that such design and reconstruction be handled by the Virginia Department of Highways and Transportation~und~r~established policies and procedures and the decision of the Commissioner of same in all instances will be final.
