85 <br /> <br /> 78-326 - "Consideration of a Resolution authorizing the City Manager to apply for funding <br />from the Virginia Department of Corrections for renovation and improvement of the City Jail. <br /> <br /> This resolution will authorize the City Manager to make application for additional lundin <br />required to complete the financing of the proposed renovation to the City Jail. In order <br />for the City to make application for an additional $50,000 the Virginia Department of Correc- <br />tions requires g resolution au~h0~izing th~ application by the governing body. The City <br />Manager recommends adoption." <br /> <br /> On motion of Mr. Early and seconded by Mr. BarneS, the following resolution was adopted, <br />and by the following vote: <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO APPLY FOR FUNDING FROM THE <br /> VIRGINIA DEPARTMENT OF CORRECTIONS FOR RENOVATION AND IMPROVEMENT OF THE <br /> CITY JAIL. <br /> <br /> WHEREAS, it has been determined that Two Hundred Sixty-four Thousand, Nine Hundred Nine <br />($264,909.) Dollars will be made available from the Division of Justice and Crime Prevention <br />for renovation and enlargement of the City Jail; and <br /> <br /> WHEREAs, an additional Fifty Thousand ($50,000.) Dollars is required to complete the <br />financing of said renovation; and <br /> <br /> WHEREAS, the Virginia Department of Corrections maintains funds for such renovation <br />and construction on a fifty percent (50%) reimbursement basis for local expenditures to a <br />maximum of Fifty Thousand ($50,000.) Dollars. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the City Manager be, and he hereby is, authorized to apply for funding from the Virginia <br />Department of Corrections for renovation and enlargement of the Port,smouth City Jail." <br /> <br />Ayes: Barnes, Early, Blliott, Gray, Davis <br />Nays: None <br /> <br /> 78~327 "Consideration of a resolution requesting that the Virginia Department of <br />Highways and Transportation support the design and reconstruction of Poplar Hill Road and <br />Towne Point Road from Route 17 to its intersection with Twin Pines Road; the City commits <br />to pay 10% of its total cost. <br /> <br /> The VirginiacD~partment of Highways and Transportation held a public hearing on the <br />design and proposed construction of a 4 lane divided road from Route 17 along Poplar Hill <br />Road, changing ~o Towne Point Road;/at.!Churchland Boulevard, and proceeding to its intersection <br />with Twin Pines Road. This action was initiated upon a joint request from the cities of <br />Portsmouth and Chesapeake to be constructed along with the construction of the cloverleaf <br />for the Western Freeway at Twin Pines Road. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Early and seconded by Mr. Elliott, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION REQUESTING THE VIRGINIA DEPARTMENT OF HIGHWAYS AND TRANSPORTATION <br />TO SUPPORT THE DESIGN AND RECONSTRUCTION OF POPLAR HILL ROAD AND TO~%~B POINT <br />ROAD BETWEEN ROUTE 17 AND TWIN PINES! ROAD; CITY TO PAY TEN PERCENT OF THE TOTAL <br />COST. <br /> <br /> WHEREAS, Section 33.1-89 of the Code of Virginia as amended by the 1970 session of the <br />General Assembly, authorizes the State Highway and Transportation Commissioner to acquire <br />rights-of-way for construction, reconstruction, alteration, maintenance and repair of public <br />highways within the boundary of municipalities on projects which are constructed with State <br />or Federal participation; and <br /> <br /> WHEREAS, Section 33.1-89, as amended, further provides that the virginia Department <br />of Highways and Transportation may exercise its authority only upon receipt of an official <br />request from the City involved; and <br /> <br /> WHEREAS, this Resolution is contingent upon a satisfactory drainage plan to the City <br />of Portsmouth being devised. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the Council hereby requests the Virginia Department of Highways. and Transportation to support <br />the design and reconstruction of Poplar Hill Road and Towne Point Road between Route 17 and <br />~in Pines Road located within the corporate limits of the City of Portsmouth. <br /> <br /> BE IT FURTHER RESOLVED that the City of Portsmouth agrees to pay ten percent (10%) of <br />all costs incurred in the design and reconstruction of Poplar Hall Road and Twin Pines Road. <br /> <br /> BE IT FURTHER RESOLVED that it is understood that such design and reconstruction be <br />handled by the Virginia Department of Highways and Transportation~und~r~established policies <br />and procedures and the decision of the Commissioner of same in all instances will be final. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk is directed to forward a copy of this Resoluti. <br />to the Virginia Department of Highways and Transportations." <br /> <br /> Ayes: Barnes, Early, Blliott, Gray, Davis <br />Nays: None <br /> <br />)n <br /> <br /> <br />
