<br /> WHEREAS, the Citizen's Advisory Committee has endorsed the plans and forwarded it to
<br />the City Counciti~for its approval.

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that the Citizen,s Participation Plan has been reviewed and considered and hereby is, approved
<br />and that the City Manager is, authorized to file it along with the 1979 Community Development
<br />Application."

<br /> 78-325 - "Consideration of a resolution approving a conservation plan for the Cradock
<br />Conservation District. ~
<br />
<br /> The Cradock Conservation District's Conservation Plan, proposed rehabilitation standards
<br />and elder loans spec&a~ a~sistance were furnished as part of the public hearing on August
<br />22, 1978. The City Planning Commission and the Portsmouth Redevelopment and Housing Authorit
<br />have unanimously endorsed the proposed Cradock Conservation District's Conservation Plan
<br />as presented at their regular meetings held since the public hearing. The City Manager
<br />recommends adoption."

<br /> On motioh of Mr. Gray and seconded by Mr. Elliott, the following resolution was adopted,
<br />and by the following vote:
<br />
<br />"A RESOLUTION APPROVING A CONSERVATION PLAN FOR THE CRADOCK CONSERVATION DISTRICT.
<br />
<br /> WHEREAS, under the provisions of the Housing and Community Development Act of 1977,
<br />financial assistance is provided to localities for undertaking and carrying out community
<br />development activities, including the execution of conservation projects; and
<br />
<br /> WHEREAS, said conservation projects must be approved by the governing body of the locali
<br />ity in which the project is situated and that such approval must include findings by the
<br />governing body that: (1) the Conservation Plan will afford maximum opportunity, consistent
<br />with the sound needs of the locality as a whole, for conservation of the project area by
<br />private and/or public enterprise; and (2) that Conservation Plan conforms to the general
<br />plan for the development of the locality as a Whole; and
<br />
<br /> WHEREAS, a plan, identified as the Conservation Plan for the Cradock Conservation Distric
<br />(hereinafter referred to as the "Plan"), dated September 1978, and consisting of five pages
<br />and one exhibit has been referred to this Council for review and approval; and
<br />
<br /> WHEREAS, t~e Plan for the conservation district identified as the Cradock Conservation
<br />District (hereinafter called the "Project"), encompasses the area as described in the attached
<br />boundary description in the City of Portsmouth, State of Virginia (hereinafter called the
<br />"Locality"), and delineated on the attached exhibit; and
<br />
<br /> WHEREAS, a study of the project area has been made and it has been determined that
<br />the area is deteriorating and eligible for conservation pursuant to Title 36 of the Code
<br />of Virginia; ahd
<br />
<br /> WHEREAS, this Council is cognizant of the conditions that are imposed by the provisions
<br />of the Housing and Community Development Act of 1977, including those prohibiting discriminat~
<br />on the basis of race, color, creed, sex or national origin:

<br />
<br />1.

<br /> THEREFORE, :BE IT RESOLVED by the Council of the City of Portsmouth:
<br />
<br />That it is hereby deemed appropriate and in the public
<br />interest that a conservation program be carried out in
<br />the Cradock neighborhood within the boundaries described
<br />in the Cradock Conservation District Plan.
<br />
<br />That it is hereby found and determined that the Plan for the
<br />project area will afford maximum opportunity, consistent
<br />with the needs of the City of Portsmouth as a whole, for
<br />the conservation of the area.
<br />
<br />That, in order to implement and facilitate the
<br />effectuation of the'Plan, this Council hereby (a) pledges its
<br />cooperation in the execution of the,Plan; (b) requests the
<br />various officials, departments, boards and agencies of
<br />the City of Portsmouth having administrative responsibilities
<br />likewise to cooperate to such end and to exercise their respective
<br />functions and powers in a manner consistent with the Plan; (c) ack-
<br />nowledges that conservation measures and other activities described
<br />within the Plan will be carried out in accordance with availability
<br />of funds; and (d) stands ready to consider and take appropriate
<br />action upon proposals and measures designed to effectuate the Plan.

<br />That the Plan for the Project, having been duly reviewed and considered,
<br />is hereby approved, and the City Clerk e, and she is hereby directed to file
<br />said copy of the Plan with the minutes of this meeting." (Copy of Plan on file)
