The following resolution was moved, seconded and unanimously adopted at a meeting of the
<br />Commissioners of the Portsmouth Redevelopment and Housing Authority held on September 26,
<br />1978:
<br />
<br /> WHEREAS, under the provision of the Housing, and Community Development Act of 1977 finan-
<br />cial assistance is provided to localities for undertaking and carrying out community develop-
<br />activities; and
<br />
<br /> WHEREAS, the Board of Commissioners has rewiewed the proposed 1979 Community Development
<br />Program, including propOsals for the continuation and completion of previously initiated com-
<br />munity development projects in the Southside community; and
<br />
<br /> WHEREAS, said proposals are consistent with the stated revitalization objectives in the
<br />City and with the need to complete ongoing Community Development projects.
<br />
<br /> NOW, ,THEREFORE, BE IT RESOLVED ghat the 1979 Community Development Program is hereby
<br />approved; and
<br />
<br /> BE IT FURTHER RESOLVED, that the Portsmouth City Council is encouraged to approve this
<br />program and to take the necessary actions required to obtain Federal approval of this effort.

<br /> On motion of Mr. Gray and seconded by Mr. Barnes, the following resolution was adopted,
<br />and by the following vote:
<br />
<br /> "A RESOLUTION APPROVING THE 1979 COk~{UNITY DEVELOPB{ENT PROGRg2~ AND AUTHORIZING
<br /> THE CITY I¢~NAGER TO FILE AN APPLICATION THEREFOR.
<br />
<br /> WHEREAS, under the provisions of the Housing and Community Development Act Of 1974, as
<br />amended, financial assistance is provided to localities for undertaking and carrying our commui
<br />development activities; and
<br /> WHEREAS, a performance hearing and a needs hearing have been held and this Council has
<br />reviewed a 1979 Community Development Program in the City of Portsmouth; and
<br />
<br /> WHEREAS, it is necessary that this Council take appropriate official action respecting
<br />said Program to comply with the regulations of the aforementioned Act; and
<br />
<br /> WHEREAS, this Council is cognizant of the conditions that are imposed in the undertaking
<br />and carrying out of activities under the Community Development Program; and
<br />
<br /> WHEREAS, this Council, on behalf of the City of Portsmouth possesses the legal authority
<br />to apply for a grant and execute the proposed Program under the provisions of the aforemention
<br />Act; and
<br />
<br /> ~WHEREAS, this Council recognizes its responsibility to direct that safeguards be establis
<br />to prohibit employees from using their positions for a purpose that is or gives the appearance
<br />of being motivated by a desire for private gain for themselves or others, particularly those
<br />with whom they have family, business or other ties. ~
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />the 1979 Community Development Program has been reviewed and considered and hereby is approved
<br />in all respects and that the City Manager be, and he hereby is, authorized to file an applicatJ
<br />and such additional information as may be required for the City's full 1979 entitlement.
<br />
<br /> BE IT FURTHER RESOLVED that the City Manager is designated as the Certifying Officer and
<br />is the authorized representative of the City of Portsmouth and shall provide~assurances as ret
<br />by the regulations of the Housing and Community Development Act of 1974, as amended, for the
<br />approval and execution of such program."

<br /> 78-324 - "Consideration of a resolution approving the Community Development Citizens
<br />Participation Plan.
<br />
<br /> Under provisions of the Housing and Community Development Act of 1974, the City is re-
<br />quired to provide citizens with the Opportunity to provide input to the Community Development
<br />Program. The Citizens Participation Plan provides the means for accomplishing this. The
<br />Citizens Advisory Committee has endorsed this plan and by this resolution is forwarding the
<br />plan to City Council for their approval. The City Manager recommends adoption." '

<br />"A RESoLuTIoN APPROVING THE CO~'¢UNITY DEVELOPMENT CITIZEN'S PARTICIPATION PLAN.
<br />
<br /> WHEREAS, under the provisions of the HouSing and Community Development Act of 1974, as
<br />amended, the City of Portsmouth is required to provide citizens with an adequate opportunity
<br />to participate in an advisory role in planning, implementing, and assessing the program; and
<br />
<br /> WHEREAS, the procedures for accomplishing this have been prepared in a Citizen's Participation
<br />Plan and disseminated to citizens in a draft Citizen's Community Development Handbook; and
<br />
