<br /> WHEREAS, Section 2.09[c) of the Charter of the City of Portsmouth provides that the
<br />City may convey property to the Commonwealth of Virginia, or any political subdivision
<br />thereof, without advertisement and without receiving bids; and
<br />
<br /> WHEREAS, the City of Portsmoutk has no requirements for the use of said property and
<br />it is, therefore, declared to be surplus property.
<br />
<br /> NOW,
<br />that the
<br />property

<br /> THEREFORE, BE IT RESOLVED by the Council Of the City of Portsmouth, Virginia,
<br />City Manager be, and he hereby is, authorized to convey the following described
<br />to the Portsmouth Industrial Development Authority:
<br />
<br /> All that certain piece or parcel of land, with the buildings and
<br />improvements thereon, and all the rights, privileges and appurtenances
<br />thereunto belonging, situate, lying and being in the City of Portsmouth,
<br />Virginia, known according to the street numbering system of the City
<br />of Portsmouth-as 302-304 High Street and 408-410 Middle Street, more
<br />particularly bounded and described as follows:
<br />
<br /> Beg%nning at a point on the northern line of High Street where the
<br />same is intersected by the line dividing the herein~tescribed property
<br />and the property now or formerly belonging to the Mutual Benefit Life
<br />Insurance Company, which said point is distant 57.69 feet along said
<br />northern line of High Street from its intersection with the Western
<br />line of Middle Street; and from said point of beginning running thence
<br />along said dividing line north OOQO2'26'' west 113.86 feet to a point;
<br /> thence still along said dividing line south 89949'30" east 57.76 feet
<br />to the western line of Middle Street; thence in a southerly direction
<br />along said western line of Middle Street a distance of 56.76 feet,
<br />more or less, to the dividing line between the property herein-described
<br />and the property now or formerly ~elonging to the estate of Joseph A.
<br />Parker, deceased; thence in a westerly direction along said dividing
<br />line and parallel, or nearly so, with High Street, a distance of 25.13
<br />feet more or less, to an ~ngle in said dividing line; thence continuing
<br />along said dividing line in a southerly direction and parallel, or
<br />nearly so, with Middle Street, a distance of 57.70 feet to the northern
<br />line of High Street; thence north 89914' west along the northern line
<br />of High Street 34.56 feet, more or less, to the point of beginning.

<br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to
<br />all transactions and execute all documents incident to such conveyance."

<br />"A RESOLUTION EXPRESSING THE GRATITUDE OF THE CITY TO THE SYER FAMILY FOR
<br />ITS CONTRIBUTION OF A PORTION OF THE PROPERTY LOCATED AT 302-304 HIGH STREET
<br />AND 408-410 MIDDLE STREET.
<br />
<br /> WHEREAS, the Syer Family (Virginia B. Syer; Virginia Syer Lewis; Charlotte K. Syer,
<br />Catherine Fontaine Syer and Lee C. Syer, Il) donated to the City of Portsmouth a portion
<br />of a building known as the Grants' Building; and
<br />
<br /> WHEREAS, the Grants' Building is a very important part of the City's downtown developmen'
<br />plan.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that the gratitude of the citizens of this City is hereby publicly expressed to the Syer
<br />Family in appreciation for the contribution of a portion of the property located at
<br />302-304 High Street and 408-410 Middle Street.

<br /> BE IT FURTHER RESOLVED, that a copy of this resolution be spread upon the minutes of
<br />this Council and that a copy hereof be presented to Virginia B. Syer; Virginia Syer Lewis;
<br />Charlotte K. Syer; Catherine Fontaine Syer and Lee C. Syer, II"

<br /> 78-344 "Consideration of a resolution authorizing the City Manager to convey certain
<br />City owned property to the Portsmouth Industrial Development Authority (Ponderosa Street).
<br />
<br /> The paIcels to be transferred by this resolution were developed with the construction
<br />of Ponderosa ~.treD~ in th~ M~I zoning along the Elmhurst Lane Industrial Access Road.
<br />As part of the overall development plan for the land along Elmhurst Lane, water and sewer
<br />systems were provided for future industrial plots. This property is being transferred to
<br />the Industrial Development Authority for $25,000, in order that they may market the approxima'
<br />3.4 acres under the M-1 zoning designation. The City Manager recommends adoption."
