Included in this project was new water lines, with appropriate engineering and inspection

<br /> the General Fund for the purchase of services for the Norfolk Naval Shipyard for increased
<br /> security in and around the Shipyard.

<br /> The City and~the Norfolk Naval Shipyard have extended the current contract for purchase
<br /> of services for 12 months, beginning October 1, 1978. The $60,000 included in this appropri-
<br /> ation is the $5,000 per month utilized during the City's fiscal year. Reports which are
<br /> required by the contract, since the inception of the program, indicate that the program
<br /> has been and is continuing to be successful. The City Manager recommends adoption on

<br /> the Capital Improvements Fund for the design costs for the James Hurst Solar Heating Project.

<br /> The Portsmouth School Board has entered into an agreement with the U. S. Department
<br /> of Energy for the financing and construction of a solar heating system for the James Hurst
<br /> Elementary School, at an estimated cost of $225,000. The City of Portsmouth's total share
<br /> of the project is $88,608, based on 60.4% Federal funds and 39.6% local funds. Approximately
<br /> $21,000 of the cost in the original contract has been credited to the local share leaving
<br /> a balance of $66,700. This ordinance authorizes funds for financing the design phase and
<br /> will also commit an additional $33,225 for Fiscal 1979~80. A copy of the resolution from
<br /> the Portsmouth School Board requesting this appropriation is attached for your information.

<br />City owned property to the Portsmouth Industrial Development Authority.

<br /> In April 1977, 29% of the building formerly occupied by Grants Department Store on High
<br />Street was donated to the City of Portsmouth by the Syer Estate. SinCe receipt of this
<br />property from the former owners the City has accrued approximately $1,000 in costs for
<br />maintenance and care of the facility. Based on this it is recommended that the City's share
<br />of the building located at 302-304 High Street be transferred to the Industrial Development
<br />Authority for marketing in accordance with the redevelopment plans for this area. The City
<br />Manager recommends adoption."

<br /> WHEREAS, negotiations have been commenced with a perspective purchaser of this property
