Tayloe, Jr., City Attorney'. <br /> <br />The Rev. John N. Ashenfelder, Pastor, Cradock Presbyterian Church, opened the meeting <br />prayer, fei!oWed'by the Fledge of Allegianc~ to the Flag. <br /> <br />Mayor Davis wel~o~ed a~l visitors in attendance. <br /> <br /> Motion of Mr. Gray and seconded by Mr. Barnes, th~ m~nutes of the called meeting of <br />September 26, 1978; minutes of ~the regular meeting of September 26, 1978, to be approved as <br />received, and was adopted by unanimous vote. <br /> <br />- UNFINSIHED BUSINESS <br /> <br /> 78-$18 - The following ordinance approved on first reading at the regular meeting of <br />September 26, 1978, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $150,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />UPGRADING RECREATIONAL FACILITIES ON A CITY-WIDE BASIS." <br /> <br />the <br /> <br />On motion of Mr.=: <br />following vote: <br /> <br /> ..... Ayes: <br /> Nays: <br /> <br />Barnes and seconded by Mr. Early, the ordinance was <br /> <br />Barnes, Early, Elliott, Gray, Holley, east, Davis <br />None <br /> <br />adopted, and by, <br /> <br /> 78-319 - The following ordinance approved on first reading at the regular meeting of <br />September 26, 1978, was taken up and read: <br /> <br />"AN ORDINANCE TO APBROPRIATE $345,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />UPGRADING THE WATER AND SEWER SYSTEM AND FOR THE EXTENSIONS OF GRAVITY SEWERS." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Gray, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Gray, Holley, Oast, Davis <br />Nays: None <br /> <br /> 78-320 - The following,ordinance approved on first reading at the regular meeting of <br />September 26, 1978, was taken up and read: <br /> <br />the <br /> <br />"AN ORDINANCE TO APPROPRIATE $71,700 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />MISCELLANEOUS CAPITAL PROJECTS." <br /> <br />On motion of Mr. Barnes and secnnded by <br />following vote: <br /> <br />Ayes: Barnes, Early, Elliott <br />Nays: None <br /> <br />78-314 "Consideration of an ordinance <br /> <br />This amendment to the City Code permits <br /> <br />Mr. Elliott, the ordinance was adopted, and by <br />Gray, Holley, east, Davis <br /> <br />to amend the City Code pertaining to <br />foundations for monuments to <br /> <br /> cemeteries. <br />be of solid masonry, <br /> <br />solid concrete, or a concrete cap on concret< columns to be inspected while wet in accordance <br /> · th accepted standards. ' <br /> Harry R. simPson, 4961 Briarwood Lane, spoke regarding the following: <br /> <br /> 1. L~tter~ from the C%~y Attorney. <br /> 2. Person responsible for inspecting installation of monuments - when and by whom. <br /> 3. Inspection of foundations while wet city's standards. <br /> 4. What penalties being assigned due to violations. <br /> <br /> Mr. Simpson requested the ordinance in question to be thrown out, revert to the recom- <br />mendations in his original letter presented at the meeting of ~.~pt~abg~:12, 1978~'~ <br /> <br /> Motion of Mr. Early and seconded by Mr. Barnes, the matter to be referred back to the <br />City Manager for a report at the next meeting (October 24, 1978), and was adopted by 6-1 <br />(Nay-H~lley). <br /> <br />The following reports from the City Manager were presented: <br /> <br /> 78-340 - "Consideration of an ordinance on first reading to appropriate $181,000 from <br />the Grants Fund for the~balance of the funding required to complete Cradock Stree~g£d <br />Sewer Improvements, Phase III., <br /> <br /> The City has received bids on Phase III of the Local Public Works Program for Cradock <br />Street and Sewer Improvements. The bids for Phase III brings the total to $2,40S,9S2. <br /> <br /> <br />
