<br />design recommendations submitted by the Virginia Department of Highways and Trans~portation;
<br />a'nd, concurs with the present alignment and design. The City Council has previ~r~sly
<br />endorsed the related Towne Point and Poplar Hill Road improvements subject
<br />agreement with the Department on matters relating to drainage and                                                               ~/~he City's
<br />                                                                                                                 bikeways. ' These matters
<br />have now been fully resolved. The City Manager recommends adoption."
<br />
<br />        On motion of Mr. Barnes and seconded by Mr. Gray, the following resolution was adopted,
<br />and by the following vote:
<br />
<br />"A RESOLUTION ENDORSING THE PROPOSED WESTERN FREEWAY FROM THE NEW WESTERN
<br />FREEWAY BRIDGE TO 1TS TERMINUS AT COLLEGE DRIVE IN SUFFOLK, INCLUDING THE
<br />IMPROVEMENTS. TO.TO,NE POINT ROAD AND POPLAR HILL ROAD FROM THE PROPOSED
<br />WESTERN FREEWAY TO U. S. HIGHWAY 17.
<br />
<br />        WHEREAS, a Public Hearing was conducted on July 12, 1978 in the City of Portsmouth,
<br />Virginia, by representatives of the Commonwealth- of Virginia, Department of Highways and
<br />Transportation, after due and proper notice for the purpose of considering the proposed
<br />location and design of the new Western Freeway in the City of Portsmouth; at which hearing
<br />aerial photograpks., drawings and other pertinent information was made available for public
<br />inspection in accordance with the requirements of the Code of Virginia; and
<br />
<br />        WHEREAS, all persons an~ parties in attendance were afforded full opportunity to
<br />participate in the said Public Hearing; and
<br />
<br />        WHEREAS, representatives of the City of Portsmouth were present and participated in
<br />said hearing; and
<br />
<br />        WHEREAS, the Council of the City of Portsmouth has previously requested the Virginia
<br />Department of Highways and Transportation to program the construction of the Western
<br />Freeway; and
<br />
<br />         WHEREAS, the Council of the City of Portsmouth has fully considered all such matters
<br />in relation to the construction of the Western Freeway.
<br />
<br />     NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that the Council hereby endorses and approves the proposed Western Freeway from the new
<br />Western Freeway Bridge to its terminus at College Drive ~n Suffolk; including the improvements
<br />to Towne Point Road and Poplar Hill Road from the proposed Western Freeway to U. S. Highway
<br />17 as presented at.the a,bove-referenced Public Hearing.

<br />         BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, instructed to
<br />forward a copy of this Resolution to the Virginia Department of Highways and Transportation.,,

<br />         78-337    "Consideration of a motion to transfer $76,173 from the Grants Contingency
<br /> Account to continue operation o~ the Economic Development Office.
<br />
<br />         This motion will prov.ide the funds necessary to continue operation of the Office of
<br /> Economic Development. The Office is responsible for development of the City's overall
<br /> Economic Development program, coordination with area industrial development organizations,
<br /> participation in various community development and urban revitalization efforts, provision
<br /> of assistance to business and industry, and undertaking of special assignments such as
<br /> research, site planning, program analysis and evaluation of economic development proposals.
<br /> Of the $76,173 total program, $55,000 will be provided by the Economic Development Admini-
<br /> stration and $21,173 represents the necessary local cash match. The City will also con-
<br /> tribute $9,173 as inkind match. The City Manager recommends adoption."

<br />         Motion of Mr. Barnes and secnnded by Mr. Elliott, to concur in'the recommendation of
<br /> the City Manager, to transfer i ~76,173 from the Grants Contingency Account to continue
<br /> operation of the Economic Development Office, and was adopted by unanimous vote.

<br />                             ns~deratmon of a metion to transfer $24,529 from the Grants Contingency
<br />Account to operate a Grounds Clean-up and Parks Repair Project.
<br />
<br />        This motion will provide the funds necessary to operate this project for six months.
<br />Funded entirely through the Comprehensive ~m~lsyment and Training Act, the project will
<br />offer employment opportunities for low income, unemployed residents of the City as well as
<br />provide for clean-up of newly acquired City property.. The City Manager recommends adoption."

<br />     Motion of Mr. Barnes and seconded by Mr. HoLley, tOeconcur in the recommendation of
<br />the City Manager, to transfer ~24,529 from the Grants Contingency Account to operate a Ground,
<br />Clean-up and Parks Repair Project, and was adopted by unanimous vote.
<br />
<br />         78-379    "Considezation of a motion to transfer $42,476 from the Grants Contingency
<br />Account to develop a Diagnostic and Treatment Program for Mentally Retarded Individuals
<br />with Emotional/Psychiatric Problems.                                                                  -
<br />
<br />        This motion will p~ovi8e th.e funds necessary to devalop a Diagnostic and Treatment
<br />Progr.am for Mentall) Retarde~ Individuals with Emotional/Psychiatric Problems in the
<br />Eastern ViCginia Region. The project will assess the extent of the problem, survey area
<br />service capabilities, study nationwide program models and develop a suitable plan for
<br />coordination of services to emotionally disturbed/mentally retarded individuals.                                                              Funded
<br />through the State Department of Mental Health and Mental Retardation, the project
