<br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT THE BID OF CONSTRUCTION
<br />ASSOCIATES, INC. TO PURCHASE CERTAIN CITY-OWNED PROPERTY ON FREDERICK BOULEVARD;
<br />AUTHORIZING THE CITY MANAGER TO CONVEY SAID PROPERTY.
<br />
<br />        WHEREAS, the Council of the
<br />property, hereinafter described,
<br />and
<br />
<br />City of Portsmouth,
<br />is surplus property
<br />
<br />Virginia, has' determined that certain
<br />and no longer required for City purposes;
<br />
<br />        WHEREAS, the Council has, by Resolution of August 22, 1978, authorized the City Manager
<br />to advertise this proFerty for sale upon certain terms and conditions; and
<br />
<br />        WHEREAS, the City Manager has caused the said property to be advertised
<br />with said authorization; and
<br />
<br />     WHEREAS, Construction Associates, Inc. has submitted a bid in response
<br />and
<br />
<br /> in accordance
<br />
<br />to said advertisem
<br />
<br />ant;
<br />
<br />        WHEREAS, the Council finds, after due consideration, that the bid of Construction
<br />Associates, Inc. in the am6unt of $1,000.00 complies fully with the terms of the City's
<br />advertisement and that the bid is the highest of all bids received and will permit the
<br />disposition of the property on the terms most favorable to the City.
<br />
<br />        NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that the City Manager be, and he hereby is, directed to accept the bid of Construction
<br />Associates, Inc. for the hereinafter-described property.

<br />        Beginning at a point on the northern boundary of Frederick Boulevard, said
<br />point being in the southeasterly direction along the northern bcundary of Frederick
<br />Boulevard aloeg the curve to the right having a radius of 1,004.93 feet a distance
<br />of 66.75 feet from the southeastern corner of Lot No. 189 as shown on the plat
<br />of North Truxton which plat is recorded in the Clerk's Office of the Circuit Court
<br />of the City of Portsmouth, Virginia, in MaD Book 2, Page 37-40, inclusive, as the
<br />same touches the northern boundary of Frederick Boulevard; and from said ~oint
<br />of beginning continuing along the northern boundary of Frederick Boulevard along
<br />a curve to the right having a radius of 1,004.93 feet, a distance of 111.76 feet
<br />to a point on the northern boundary of F~ederick Boulevard; thence N 18° O0' OO"

<br />new Western Freeway Bridge ~o its terminus at College Drive in Suffolk, including the improve-
<br />ments to Towne ~oint Read and Poplar Hill Road from the proposed Wes't'ern Freeway to U. S. 17.

<br />        On July 12, the Virginia Department of Highways and Transportation held a location
<br />and design public hearing on the first phase of the. proposed Western Freeway and related
<br />improvements. The City staff attended the public hearing and has reviewed the location and
<br />
