111' <br /> <br />November 7, 1978 <br /> <br /> 78-397 - "Consideration of an ordinance on first reading to appropriate ~35,000 from the <br />Ca'p%tal~ Impr'oveme~t~Fund for hull plate repairs, spot blasting rivets, and application of <br />red hand epoxy in order to insure prolonged water tightness of the Lightship's hull. <br /> <br /> This appropriation will provide the necessary funds for the replacement o£ steel plates <br />in nine different locations in the Lightship's hull. In addition it will provide the necessar <br />funds for spot blasting rivets and the application of red hand epoxy in order to insure the <br />prolonged water tightness of the L~ghtsh~p's hull. The fun~s required for this appropriation <br />will be General Revenue Sharing Funds which were previously authorized in the category of <br />Recreation-and this use falls within those guidelines. The City Manager recommends adoption <br />on first reading.- <br /> <br /> On motion of Mr. Early and seconded by Mr. Oast, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $35,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />HULL PLATE REPAIRS, SPOT BLASTING RIVETS AND APPLICATION OF RED HAND FPOXY <br />TO THE LIGHTSHIP." <br /> <br /> 78-398 "-Consideration of an ordinance amending the City Code incorporating the defini- <br />tion of mobile homes into the chapter of the City Code pertaining to housing. <br /> <br /> This amendment to the City Code will permit codes enforcement and make mobile homes <br />subject to rental housing inspection within the City of Pcrtsmouth. Due to violations that <br />are known ~o exist, this amendment will provide the legal basis to conduct Codes Enforce- <br />ment and a~p-ly rental housing requirements to mobile homes'. The City Manager recommends <br />adoption." <br /> <br /> ~h~-moti'on'o~ Mr. Gray and seconded by Mr. Oast, the following ordinance was adopted on <br />first and final reading, and by the following vote: <br /> <br />"AN ORD%NANCE AMENDING THE CODE OF THE CITY OF P~RTSMOUTH, <br />SECTION 17-17 THEREOF PERTAINING TO THE TEP~ OF "DWELLING", <br />and "MOBILE HOMES" IN SECTION 201 OF THE SOUTHERN STANDARD <br />EDITION." <br /> <br />VIRGINIA, BY AMENDING <br /> "TEMPORARY HOUSING" <br />HOUSING CODE, 1969 <br /> <br />Ayes: Barnes, Early, Gray, Holley, Oast, Davis <br />Nays: None <br /> <br /> 78~399 "Consideration of a resolution whereby th~ City of Portsmouth <br />responsibility for the relocation and adjustment of all utilities; and, for <br />of same for the "K" intersection at High Street and Churchland goulevard. <br /> <br />certifies to acce <br />the installation <br /> <br /> The City Council has previously endorsed the design and location of the "K" intersection <br />at High Street and Churchland Boulevard. This resolution commits the City to be responsible <br />for ~aking arrangements for the adjustment and relocation of certain utilities which will be <br />required by the construction of the new intersection. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Early and seconded by Mr. Barnes, the following resolution was adopted, <br />and by the following vote: <br /> <br /> "A RESOLUTION CERTIFYING THAT ALL ARP~NGEMENTS HAVE BEEN MADE, OR WILL BE <br /> MADE, FOR THE RELOCAT>ON AND/OR ADJUSTMENT OF CERTAIN UTILITY FACILITIES, <br /> AND FOR THE INSTALLATION OF ANY NEW UTILITY FACILITIES NECESSARY AT THE <br /> PROPOSED "K" INTERSECTION AT HIGH STREET AND CHURCHLAND BOULEVARD. <br /> <br /> WHEREAS, the Virginia Department of Highways And Transportation proposes to construct or <br />otherwise improve an intersection Fecognized as a "K" intersection and referred to as High <br />Street and Churchland Boulevard designated as Highway Project: 0017-124106, PC-lO1, C-SO1; and <br /> <br /> WHEREAS, the City Council is,~esponsible for making arrangements for the adjustment and/o <br />relocation of certain utilities an~ for installation of any new facilities. <br /> NOW, THEREFORE, BE IT RESOLVE~ by the Council of the City of Portsmouth, Virginia, that <br />it certifies that all arrangementslhave been made, or will be made, for the relocation and/or <br />adjustment of utility facilities, and for the installation of any new facility at the proposed <br />intersection at High Street and Chqrchland Boulevard.
