November 7, 1978 <br /> <br /> 78-314 The following ordinance, deferred from the regular meeting of October 24, 1978, <br />was presented: <br /> <br />"AN ORDINANCE TO AMEALD SECTION 7-34 AND SECTION 7-35 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, 1973, AS AMENDED, PERTAINING TO CEMETERIES." <br /> <br /> Harry R. Simpson, 4961 Briarwood Lane, spoke and was pleased with the verbal report <br />given by the City Manager, concerning revised sketch and the drafting of an administrative <br />policy. <br /> <br /> On motion of Mr. Early and seconded by Mr. Gray, the ordinance was adopted, and by <br />the following vote: <br /> <br /> Ayes: Barnes, Early, Gray, Holley, Oast, Davis <br /> Nays: None <br /> <br />The following reports from the City Manager were presented: <br /> <br /> 78-394 -"Consideration of an ordinance on first <br />the Capital Improvements Fund for drainage and street <br />servation and Redevelopmenz Project. <br /> <br />reading to appropriate $295,000 from <br />improvements in the Mount Hermon Con- <br /> <br /> This appropriation will provide the necessary funds to do the site and street improvement <br />and the pipework associated with drainage and public utilities included in Phase I¥ of the <br />Mount Hermon Redevelopment Project. The original bids on this project included all the constr~ c- <br />tion work, pipework, as well as the paving and curbs and gutters. The prpject was rebid delet <br />ing the Faving and curbs and gutters; and, will be accomplished in two phases. The splitting <br />of the project and rebidding the pipework as the initial portion of a two stage project reflects <br />a 20~ decrease as compared to the bids previously rejected. The City Manager recommends adop-1 <br />tion on first reading. <br /> <br />Consideration of a motion to award bids to the lowest responsible bidders." <br /> <br /> On motion of Mr. Early and seconded by Mr. Holley, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $295,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />DRAINAGE AND STREET IMPROVEMENTS IN THE MOUNT HE~¢ON CONSERVATION AND REDEVELOP- <br />MENT PROJECT." <br /> <br /> Motion of Mr. Early and seconded by Mr. Barnes, that the contracts to be awarded to <br />A & W Contractors for construction; Lone Star Industries for concrete pipes; Water Works Su~pl~ <br />for valves and hydrants, being the lowest responsible bidders, and was adopted by unanimous- <br />VOte. <br /> <br /> 78-395 Consideration of an ordinance on first reading to appropriate $45,000 from <br />the Capital Improvements Fund for the construction of a Senior League Field and site develop- <br />ment in Truxton. <br /> <br /> This appropriation will provide the necessary funds for the completion of the Truxton <br />Little and Senior League Fields as authorized in 1977-78 and 1978-79. The funds included in <br />this appropriation were authorized as part of the 78-79 funding for development and upgrading <br />of outdoor athletic facilities. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Holley and sec¢nded by Mr. Oast, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $45,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />THE CONSTRUCTION OF A SENIOR LEAGUE FIELD AND SITE DEVELOPMENT INT TRUXTON." <br /> <br /> 78-396 "ConsideratiOn of an ordinance on first reading to appropriate $7,000 from the <br />Capital Improvements Fund for off-site drainage. <br /> <br /> We have previously appropriated the matching share of the off-site drainage for projects <br />authorized. This ordinance appropriates the developer's share for the Hedge Lane Apartments <br />and represents 42.6% or the total cost of 67,000. The City Manager recommends ado~kion on <br />first reading. <br /> <br />Cons~d~ratidn of a motion to awardLdohlr~cts to, the loweKt, r~sponsible bidders." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Cast, the following~ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $7,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />OFF-SITE DRAINAGE." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Oast, that the contracts to be awarded to <br />A ~ W Contractors, Inc- for construction; Lone Star Industries for pipes, being the lowest <br />responsible bidders, and was adopted by unanimous vote. <br /> <br /> <br />
