<br /> 78-400 "Censideration of a resolution adopting, the report of the Special Legislative
<br />Committee to the Southeastern Virginia Planning District Commission dated October 25, 1978.
<br />
<br /> At the annual meeting of the Southeastern Virginia Planning District Commission the
<br />attached list of requests for additional funding from the State was adopted on behalf of
<br />the representatives ~from the localities mn this planning district. The Ad Hoc Legislative
<br />Eommittee has been meeting since May of this year and has attempted to draft requests that
<br />encourage broad based support from all the localities in the district. The major categories
<br />included in this report are: Public Assistance and Administration Costs, Highway Lane
<br />Mileage Allocation, Public Safety, Education, Public and ~ental Health, and Annexation
<br />Compensation. The City Manager recommends adoption."

<br /> Motion of Mr. Barnes and seconded by Mr. Early, the resolution to be amended, that a
<br />lump sum block grant is preferred or some type of Revenue Sharing and let each locality
<br />make its own decision as to where that money is needed most on local level, rather than to
<br />continue to ask for categorial increases, and was adopted by unanimous vote.

<br />Froperty which has undergone snbstamt~at T~enpvat~pn, rehabilitation, or replacement. The

<br /> Motion of Mr. Early and seconded by Mr. Gray, to endorse the Constitutional Amendment
<br />to S~ction 6, A~ticl¥ X, permitting cities to adopt certain t~x exemptions for property which
<br />has undergone substantial renovation, rehabilitation, or replacement, and was adopted by
<br />unanimous vote.

<br /> 78-402 - "Consideration of a motion to transfer $16,200 from the Grants Contingency
<br />tecount to develop a Regional Public Information and Education Progr~am within the Southeastern
<br />Virginia Alcohol Safety Action Project (ASAP).
<br />
<br /> This motion will provide the funds necessary to design and coordinate a public informati¢
<br />education and police training plan to meet the program objectives of the two ASAP's on the
<br />south side of Hampton Roads. The program is fun~ed entirely by the State Department of
<br />Transportation Safety. The Portsmouth/Suffolk Area ASAP will contribute S16,200 as inkind
<br />match. The City Manag~¥ recommends adoption."

<br />City Manager to transf~r"S16,200 from the Grants Contingency Account to develop a RegionaI
<br />Public Information and Education Program withing the Southeastern Virginia Alcohol Safety
<br />Action Project (ASAP), and was adooted by unanimous vote.

<br /> 78-403 "Ccnsideration of a motion authorizing ~he City Assessor to rebate and the
<br />City Treasurer to refund with interest Sll.50 in real estate taxes levied in error.
<br />
<br /> This refund is due on lot 812, map 24, parcel 103, Queen Street, owned by Franchise
<br />Realty Interstate Corporation. This parcel was combined with a larger parcel in order to
<br />create th~ site for a commercial establishment on London Boulevard. However, the parcel
<br />remained listed for one quarter on the Land Book. The City Manager recommends adoption."
