<br />At a regular meeting of the City Council held on November 7, 1978, there were present:
<br />
<br />Richard J. Davis, JackP. Barnes, E. Saunders Early, Jr., J. Robert Gray,
<br />James W. Holley, Edward L. Oast, Jr., Robezt T. Williams, City Manager,
<br />Gordon B. Tayloe, Jr., City Attorney.
<br />
<br />Absent: Archie Elliott, Jr.
<br />
<br /> Rev. Kenneth Whetzel, Pastor, Centenary United Methodist Church, opened the meeting with
<br />prayer, followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Davis welcomed all visitors in attendance. /
<br /> Motion of Mr. Barnes and seconded by ~r. Early, the minutes of the called meeting--of
<br />October 24, 1978; minu~es of the regular meeting of October 24, 1978, to be approved as
<br />received, and was adopted by unanimous vote.

<br /> 78-361 - The following ordinance approved on first reading at the regular meeting of
<br />October 24, 1978, was taken up and read:
<br />
<br />"AN OR~D'FNANCE TO APPROPRIATE $1,175,000 FROM THE CAPITAL IMPROVEMENT FUND FOR
<br />THE WESTERN FREEWAY BRIDGE, WESTERN FREEWAY WIDENING OF TOWNE POINT ROAD, K-INTER-
<br />SECrlON OF HIGH STREET AND CHURCHLAND BOULEVARD AND THE NEW MUNICIPAL BUILDING
<br />AND PARKI~O"FACILITIES."

<br />STREET PRIORITIES ~10, =11 AND ~12;-DESIGN COST FOR HISTORY ROOM IN THE MAIN
<br />LIBRARY."

<br />TO TEMPORARY DETENTION PURSUANT TO COURT ORDER."

<br />BUDGET FOR HUMAN RESOURCES OFFICE FOR FISCAL YEAR 1978-79."
