~ovamheT' 21 , 1 <br /> <br /> 78-413 - "Consideration of an ordinance on first reading to appropriate ~157,040 from <br />the Capital Improvements Fund for the purchase 6f the Seaboard Coast Line right-of-way <br />between the Portsmouth City limits on the west to the Seaboard Coast Line Terminal on Broad <br />Street. <br /> This appropriation will provide the necessary funds to purchase all of the abandoned <br />right-of-way between the City limits and Broad Street at a cost of $6,500 per acre for 24.16 <br />acres. The railroad has removed all rails and ties; and, has agreed to sell the balance of <br />the right-of-way at this cost to include all drainag~ pipe, stone, etc. The purchase of <br />this property is being funded from the off-site drainage category in the Capital Improvements <br />Fund since the majority of the right-of-way is essential to the City's Master Drainage Plan. <br />The City Manager recommends adoption on first reading. <br /> <br /> Woodman E. Williams, 8 Locust Lane, spoke against purchase of the property.(See Exhibit <br /> 78-413) <br /> Joseoh Corra, 310 Thelmar Lane, representing concerned citizens, spoke against the <br /> proposed purchase o~ the Froperty as a bikeway. <br /> Midcity Civic League, spoke <br /> M. J. Riley, 4609 Clifford Street, representing Central a public thoroughfare. <br /> against the proposed purchase of property if to be used as <br /> (Public Hearing of August 7, 1978, a bikeway was approved. Such plan did not include <br /> SCLRR right-of-way as a part of the plan, which had been ~ejecte~' by the Planning CommisSion.) <br /> On motion of Mr. Early and seconded by Mr. Barnes, the following ordinance was approved <br />on first reading, and by unanimous vcte: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $157,0~0 FROH THE CAPITAI IMPROVEMENT FUND FOR THE <br /> PURCHASE OF TH~ SEABOARD COAST LINE RAILROAD'S ABANDONED RIGHT OF WAY FROM THE <br /> CITY LIMITS ON THE WEST TO THE SOUTHeRN.TERMINAL AT BROAD STREET." <br /> Motion of Mr. Early and seconded by Mr. Gray, that ~he City Man~ger to furnish a report <br /> at the next meeting (Dec. 12, 1978) regarding the possible uses of the property to be purchase. <br /> from the Seaboard Coast Line Railroad, and a copy of the report ~o be furnished to the speaker~ , <br /> was adopted by unanimous vote. <br /> <br /> 78-414 "Consideration of an erdinance on first reading to appropriate $30,000 from <br /> the Capital Improvements Fund for repairs to the Civic Center Plaza. <br /> <br /> This appropriatmon will provLde the necessary funds for the City to develop plans <br /> and specifications for repairs of the water leakage problem that exists in the Civic Center <br /> and plaza area. The lg78-79 Capital Improvements Program included $30,000 for repairs <br /> to the Civic Center and this ordinance appropriate~ the capital funds as allocated. The <br /> City Manager recommends adoption on first reading. <br /> <br /> On motion of Mr. Oast and seconded by Mr. Early, the following ordinance was a~prove~ <br /> on first reading, and by unanimous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $30,000 FROM THE CAPITAL IHPROVEHENT FUND FOR <br /> REPAIRS TO THE CIVIC CENTFR PLAZA." <br /> <br /> 78-415 "Consideration of an ordinance on first reading to appropriate S36,602 from <br />~he Anti-Recession Fiscal Assistance Fund for ~mergency ~edical Services (ambulance contract). <br /> <br /> This appropriation will provide the total funding for the Emergency Medical Services <br />Contract t~rough June 30, 1979. The revenue included ~n the ARFA Fund as gart of the annual <br />budget was a best estimate based on previous quarterIy allocations. We have received in <br />excess of $32,000 additional funds as part of our quarterly allocation since the adoption <br />of the annual budgets. ~he additional funding together with interest earned will be sufficien~ <br />to fund the Emergency Medical Services Contract £or ~he balance of the Fiscal Year. The <br />City Manager recommends adoptio~ on £irst reading." <br /> <br /> On mction of Mr. Barnes and seconded by Mr. Gray, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $36,602 FROM THE ANTI-RECESSION FISCAL ASSISTANCE <br />FUND FOR THE EMERGENCY M~DICAL SERVICE (AMBULANCE) CONTP~ACT." <br /> <br /> 78-416 "Consideration of an ordinance to amend the City Code renaming a stub portion <br />of Wilshire Road from Manor Avenue to Peace Way. <br /> <br />The Church <br /> <br />of New Life <br /> <br />petitioned~ the Planning <br /> <br />~R0ad to Peace Way. The PI.arming Commission recommended <br /> recommendation. A copy~ of the letter from the Planning <br /> information. The City Manager recommends adoption. <br /> <br /> On motion of M~."G~ay and seconded by Mr. Barnes, <br />on first and final read,nE, and by the following vote: <br /> <br />Commission to rename a segment of Wilshire <br /> unanimously to accept the Church's <br /> Commission is attached for your <br /> <br />the ~ollowing ordinance was adopted <br /> <br />"AN-©R~-tNA~CE CHANGING THE NAME OF THE STUB PORIIONOF WILSHIR~ P.
