<br />At a regular meeting of the City Council held on November 21, 1978, there were present:
<br />
<br />Richard J. Davis, Jack P. Barnes, E. Saunders Early, Jr., Archie Elliott, Jr.,
<br />J. Robert Gray, James W. Holley, Edward L. Oast, Jr., Robert T. Williams, City
<br />Manager, Gordon B. Tayloe, Jr., City Attorney.

<br /> Rev. John Davenport, Pastor, Highland Baptist Church,
<br />followed~by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor-Davis welcomed all visitors in attendance.
<br />
<br />opened the meeting with prayer,

<br /> Motion o{ Mr. Gray and seconded by Mr. Early, the minutes of the called meeting of
<br />November 7, 1978; minutes of the regular meeting of November 7, 1978, to be approved as
<br />received, and was adopted by unanimous vote.

<br /> 78-394 The following ordinance approved on first reading at the regular meeting of
<br />November 7, 1978, was taken up and read:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $295,000 FROM THE CAPITAL IMPROVEMENT FUND FOR
<br />DRAINAGE AND STREET IMPROVEMENTS IN THE MOUNT HERMON CONSERVATION AND REDEVElOP-
<br />MENT PROJECT."

<br /> On motion of Mr. Holley and seconded by Mr. Early, the ordinance was adopted, and by
<br />the following vote:

<br />Nays: None

<br /> 78-395 The following ordinance approved on first reading at the regular meeting of
<br />November 7, 1978, was taken up and read:

<br />THE CONSTRUCTION OF A SENIOR LEAGUE FIELD
<br />

<br />OFF-SITE DRAINAGE."

<br /> 78-397 - The following ordinance approved on first reading at the regular meeting of
<br />November 7, 1978, was taken up and read:

<br />"AN Ok~INANCE'TO APPROPRIATE $35,000 FROM THE CAPITAL IMPROVEMENT FUND FOR
<br />HULL PLATE REPAIRS, SPOT BLASTING RIVETS AND APPLICATION OF RED HAND EPOXY
<br />TO THE LIGHTSHIP."

<br /> On motion of Mr. Oast and seconded by Mr. Barnes, the ordinance was adopted, and by
<br />the following vote:

<br />The following reports from the City Manager were presented:
<br />
<br /> 78-~12 "Consideration of an ordinance on first reading to appropriate $21,500 from
<br />the Capital Improvements Fund for the purchase of land for public and educational purposes.
<br />
<br /> This appropriation will provide the funds necessary to purchase three lots adjacent
<br />to Manor High School which were requested by letter from the Superintendent of Schools.
<br />The land to be purchased is approximately one acre at a total cost of $15,000. The funds
<br />appropriated by this ordinance were received from the sale of surplus lots at Churchland
<br />Academy. The Superintendent has requested that the funds be used to purchase the addition
<br />to the Manor site. The City Manager recommends adoption on first reading.
<br />
<br /> On motion of Mr. Gray and seconded by Mr. Oast, the following ordinance was approved on
<br />first reading, and by unanimous vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $21,500 FROMm. THE CAPITAL IMPROVEMENT FUND FOR THE
<br />PURCHASE OF LAND FOR PUBLIC AND EDUCATIONAL PURPOSES."
