<br /> At that meeting, the petition was discusse~ with staff from the Portsmouth Offices of
<br />Economic Development and Planning. Consideration was given to the locational factors involve
<br />such as transportation access, exposure, compatibility with surrounding land uses, and site
<br />potential. Also, the Committee was advised by staff that the building's owner had conducted
<br />a marketing analysis which indicated that rezoning to the M-1-R calssification would provide
<br />the flexibility required to find a suitable use for the property.

<br /> After considering the locational desirability of this site for an industrial use and the
<br />potential for marketing this building under current C-2 zoning, the Norfolk-Po'rtsmouth Citiz~
<br />Committee for Economic Development voted unanimously to recommend the approval of this petitio
<br />to the Portsmouth Planning Commission and the Portsmouth City CounciI. The consensus was that
<br />rezo~ing is compatible with surrounding uses and offers the opportunity to make use of an
<br />existing 111,000 square foot building which has been vacant for several years. Industrial usc
<br />allowed under the M-1-R classification also offer opportunities for creating new jobs while
<br />expanding the local tax base.
