<br /> Shore Garden Apartment housing project includes a new loop street which
<br /> would extend between these two roads. Proposed in multi-family medium
<br /> density Residential R-75 are 152 dwelling units (16 one bedroom, 120 two
<br /> bedroom and 16 three bedroom units). The housing project abuts ~he sou-
<br /> thern shore of the Cotton Brothers Borrow Pit owned by Associated Church-
<br /> land Investors.
<br /> Views of our staff and those of other municipal departments were reported to the Planning
<br />Commission publicly by DeputyPlanning Director Mahes Gupta. A copy of his report is attached.
<br />Commissioners considered three draft resolutions, one to recommend approval, one not to approv~
<br />and one to recommend denial. During the course of its conference for purposes of staff brief-
<br />ing, the Commission went into executive session and conferred with City Attorney Tayloe.
<br />
<br /> By a vote of 5-1-1, the Commission resolved to recommend
<br />application GHP-78-3 be denied."

<br />This is in response to your letter of November 9, 1978.
<br />
<br />The subject project will be processed under the Section 221[d) 4 Program without
<br />Section B Housing Assistance Payments. The purpose of the Section 221(d) 4
<br />mortgage is to finance the construction or rehabilitation of detached, semi-
<br />detached, row, walk-up or elevator-type rental housing construction of five or
<br />more units with rental charges that could be afforded by moderate-income families
<br />without rental assistance. The loan value ratio is 90% of the estimated replace-
<br />ment cost, and term of the mortgage is 40 years.
<br />
<br />Section 8 Rental Assistance must be requested at the Site Appraisal Market Analysis
<br />(SAMA) stage of processing. This is the initial stage followed by the firm com-
<br />mitment and finally initial endorsement.
<br />
<br />Any action to provide Section 8 Rental Assistance or any other assistance must be
<br />approved by the locality.
