Saunders Early, Jr. <br /> <br /> 78-42~(h)A joint Public Hearing of City Council <br />Housing Authority on the proposed Plan Amendment to <br />was presented, with the following present: <br /> <br />and the Portsmouth Redevelopment and <br />th~ Effingham Conservation and Redevelopme <br /> <br />Portsmouth Redevelopment ~ Housing Authority <br /> <br />Herbert K. Kay, Exec. <br /> <br />Director <br /> <br />Mayor Davis opened the meeting with the following remarks: <br /> <br /> "This evening brings together members of the City Council and the Portsmouth Redevelopmen <br />and Housing Authority Board of Commissioners in a joint public hearing for the purpose of <br />reviewing a proposed amendment to the Plan for the Effingham Conservation and Redevelopment <br />Project. The hearing will afford interested individuals the opportuntiy to express their <br />views regarding this proposed change, which is th~ redesignation of 58 parcels 6f land within <br />the Effingham Project from Conservation 'not to be acquired' to redevelopment 'to be acquired' <br />In accordance with State law, this action to expand the area designated for redevelopment must <br />be approved by the bodies assembled here tonight. I would remind you that tonight is only a <br />public hearing and th~;City Councilmen and Authority Commissioners will listen and give full <br />consideration to your comments prior to taking any action on the proposed amendment. This pla <br />change will be formally considered by City Council and the Board of Commissioners at their <br />next regularly scheduled meetings." <br /> <br /> Mr. Herbert K. Bangel, Chairman, Portsmouth Redevelopment ~ Housing Authority, presented <br />the following remarks: <br /> <br /> "The proposed amendment to the <br />signate a number of parcels in this <br />ment 'to be acquired' is based upon <br /> <br />Effingham Conservation and Redevelopment Project to rede- <br />area from conservation 'not to be acquired' to redevelop- <br />several prior events which I-would like to highlight. <br /> <br /> The 83-acre Effingham Project was approved by the Department of Housing ~ Urban Develop- <br />ment on June 21, 1973. At that time the scope of the project was limited by the reFervation <br />of Federal funds available under the c~nventionalurban renewal program. During the execution <br />phase of the Effingham Project, it became apparent that the original Federal loan and grant <br />for this project would be insufficient to complete all activities and to insure that all objec <br />tives of the Plan were met. This recognition was forthcoming in 1976 and 1977 when the City <br />of Portsmouth allocated a portion of its very limited community development entitlement toward <br />meeting this improvement objective. It was this commitment, together with prior commitments <br />made by the City Council to other portions of this general area of our City, Which en~h~ <br />~s to~-s3Jccessfully compete for a $10 Million'Urgent Needs grant made av'ailable by the Depart- <br />ment of Housing and Urban Development for the expressed purpose of allowing cities such as <br />Portsmouth to complete planned activities in ~edevelopment project areas. <br /> <br /> The amendment to the Effingham Plan being considered is consistent with the intent of our <br />UrgentNeeds application in that it was recognized in 197~ that many of the homes originally <br />scheduled for conservation in Effingham could not be economically rehabilitated. In conjuncti <br />with this proposed adjustment, the Authority has worked with the Effingham Project Area Com- <br />mittee to resurvey the majority of homes in the conservation area to determined current struc- <br />tural conditions and subsequent rehabiliatation feasibility. The parcels designated on the <br />exhibit reflect those properties which the Authority and the Project Area Committee do not <br />feel can be economically rehabilitated. The action to designate this property from conserva- <br />tion 'not to be acquired' to redevelopment 'to be acquired' will enable the Authority to as- <br />semble sites for new residential development and in turn offer these new homes to displacees <br />relocated as a result of this particular action. The staging of acquisition, relocation and <br />new construction has been very successful to date in the Effingham Project, and we are con- <br />fonfident that this particular procedure can be followed in connection with this phase of the <br />Effingham Project Area." <br /> <br /> There being no other public comment, the Public Hearing on the proposeg Amendment to the <br />~ffingham Conservation and Redevelopment Project was concluded. <br /> <br />78-426 -GHP 78-3 - Application for River Shore Apartments, Virginia Urban Developers <br /> of Virginia Beach, <br /> <br />The following letter from the Planning Commission was received: <br /> <br /> '~'At its regular monthly meeting on December 5, 1978, the City Planning Commission for <br />the fourth month in a row took up the following group housing project application: <br /> <br />GHP 78-3, <br /> <br />River Shore Apartments: Virginia Urban Developers of Virginia Beach, by <br />President Philip Richardson, Architect Carlton Goodwin, Baldwin and Gregg, <br />Engineers, Attorney Edward Russel; and Attorney A. T. Mayo for Portsmouth <br />Partners, Inc., who acquired this property from Associated Churchland <br />Investors and have it under option to Virginia Urban Developers. This proposal <br />involves twelve and one-half acres of a twenty acre tract of land at the <br />northeast corner of River Shore Road and Hedgerow Lane. The proposed River <br /> <br /> <br />
