<br /> At a Regular Meeting of the City Council on Tuesday, August 10, 1999,
<br />there were present:
<br />
<br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P.
<br />Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst,
<br />Sr., City Manager Ronald W. Massie, City Attorney G. Timothy Oksman.
<br />
<br /> Councilman J. Thomas Benn, III, opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of
<br />a Called Meeting on July 26, 1999, Called Meeting on July 27, 1999, a Regular
<br />Meeting on July 27, 1999, and was adopted by unanimous vote.
<br />
<br />99 - 187 - Presentation:
<br />
<br />Presentation of the 2nd Annual Mayor's Cup by Rebecca Howard of the American
<br />Red Cross.
<br />
<br />- Public Hearing -
<br />
<br />99 - 188 - Public Hearing on code amendment applications:
<br />
<br />(a) UP-99-10
<br />
<br />HATTONSVILLE NEIGHBORHOOD - Request of the STOP
<br />Organization for a use permit to operate a child care facility at
<br />2845 Airline Boulevard.
<br />
<br /> Motion by Mr. Benn, and seconded
<br />recommendation of the Planning Commission
<br />reading, and was adopted by unanimous vote.
<br />
<br />by Mr. Pitts, to concur with the
<br />that UP-99-10 be approved on first
<br />
<br />(b) UP-99-11 DOWNTOWN NEIGHBORHOOD Request of Richard and
<br /> Sharon Atkison for a use permit to operate a restaurant and
<br /> apartments at 446 Green Street.
<br />
<br /> Motion by Mr. Griffin, and seconded by Mr. Whitehurst, to concur with the
<br />recommendation of the Planning Commission that UP-99-11 be approved on first
<br />reading, and was adopted by unanimous vote.
<br />
<br />(c) U P-99-12
<br />
<br />DOWNTOWN NEIGHBORHOOD - Request of Ozella Scott for a
<br />use permit to operate a restaurant and apartments at 700 High
<br />Street.
<br />
<br /> Motion by Mr. Moody, and seconded
<br />recommendation of the Planning Commission
<br />reading, and was adopted by unanimous vote.
<br />
<br />by Mr. Griffin, to concur with the
<br />that UP-99-12 be approved on first
<br />
<br />- New Business -
<br />
<br />99 - 189 Board and Commissions
<br />
<br />Correspondence received from the Secretary of the Commonwealth of Virginia reads
<br />as follows:
<br />
<br /> "Pursuant to the Code of Virginia, §15.2-4504 of the Transportation District Act
<br />of 1964, the Office of the Secretary of the Commonwealth is in receipt of the certified
<br />copies of ordinances from the cities of Chesapeake, Hampton, Newport News, Norfolk,
<br />Portsmouth, Suffolk, and Virginia Beach, creating the Transportation District of
<br />Hampton Roads.
<br />
<br /> In accordance with §15.2-4504, I hereby certify that the ordinances required by
<br />chapter 45 of title 15.2 have been filed. Based upon the facts set forth in the
<br />ordinances, all requirements of §15.2-4504 have been satisfied."
