139 <br /> <br />January 9, 1979 <br /> <br /> WHEREAS, this Council has previously undertaken a program known as the Crawford Urban <br />Renewal Project, VA. R-53; and <br /> <br /> WHEREAS, this Council by Resolution dated December 22, 1977 authorized the City <br />Manager to apply for an Urban Development Action Grant (UDAG); and <br /> <br /> WHEREAS, funding of such UDAG application was accepted for the purpose of aiding <br />development of the waterfront pursuant to the Crawford Harbor Plan. <br /> <br /> NOW, tHEREFORE, BE I~ RESOLVED <br />that the City Manager is authorized <br />of the Crawford Harbor Plan. <br /> <br />by the Council of the City of Portsmouth, Virginia, <br />to sign agreements necessary for the orderly development <br /> <br /> BE IT FURTHER RESOLVED that this Council ratifies the action of the City Manager's <br />signing on behalf of the City of Portsmouth the "Development Agreement Project A", an <br />agreement between the City of Portsmouth, Portsmouth Redevelopment And Housing Authority <br />and Crawford Harbor Associates, developer, dated December 27, 1978." <br /> <br />Ayes: Early, Elliott, GrFy, Holl'ey, Oast <br />Nays: None <br /> <br /> 79-8 - "Consideration of a resolution appointing viewers for closing a portion of <br />Gibbs Road Between Victory Boulevard and Dahlgren Avenue. <br /> <br /> The ~state ~f Edward Boyce has made application to vacate and clos~.a portion of <br />Gibbs Road between Victory Boulevard and Dahlgren Avenue. The City Plannin~Eommission <br />has recommended approval. This resolution appoints viewers for a report back to City <br />Council in accordance with State law. The City Manager recommends adoption.= <br /> <br /> On motion of Mr. Gray and seconded by Mr. Oast, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION APPOINTING VIEWERS FOR CLOSING THE FOLLOWING: A PORTION OF <br />GIBBS ROAD BETWEEN VICTORY BOULEVARD AND DAHLGREN AVENUE. <br /> <br /> WHEREAS, the Estate ~f E. L. Boyce, Sr. has made application to vacate, close and <br />discontiBue the hereinafter-described portion of Gibbs Road between Vic~t~ Bou~levard and <br />Dahlgren Avenue, and it appearing that Notice of Application and request for the <br />appointment of viewers wad duly posted December 22, 1978~ on the bulletin board of the <br />General District Court, Civil Division, of the City of Por~mouth_.the bulletin boar~ o~the <br />Circuit Cour~ of ~he C~y of Portsmouth, and the bulleting board of City Hall of the City <br />of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that Frank N. Bilisoly, H. L. Davis, Simon P. Arrington, A. N. Kendrick and Harrison <br />Miller be appointed viewers and Rev. J. R. Wilkerson be appointed an alternate viewer in <br />the event one of the preceding viewers fail to participate, said viewers to view the <br />hereinafter-described portion of such road and to report to this Council in writing whether <br />in their opinion any, and if any, what inconvenience would result in vacating and closing <br />the following: <br /> <br />GIBBS ROAD <br /> <br /> Ali that certain piece or parcel of land situate in the City <br />of Portsmouth, Virginia, being known as Gibbs Road, a paper street, <br />being 40 feet in width, and lying between Victory Boulevard and <br />Dahlgren Avenue, a distance of approximately 213 feet, more or less." <br /> <br />Ayes: Early, Elliott, Gray, Holley, Oast <br />Nays: None <br /> <br /> 79-9 "Consideration of a r,esotution appo-int~ng viewers for zhe closing of a portion <br />6th Street between Jefferson and Nelson Streets. <br /> <br /> The Portsmouth Redevelopment and Housing Authority has made application to vacate <br />and close a portion of 6th Street between Jefferson and Nelson Streets. The City Planning <br />Commission has recommended approval. This resolution appoints viewers for a report back to <br />City Council in accordance with State law.
