Kendrick and Harrison Miller <br />be appointed viewers and Rev. J. R. Wilkerson be appointed an alternate viewer in the event <br />one of the preceding viewers fail to participate, said viewers to view the hereinafter-des- <br />cribed portion of such street and to report to this Council in writing whether in their opini <br />any, and if any, what inconvenience would result in vacating and closing the following: <br /> <br />SIXTH STREE~ <br /> <br /> Ail that certain piece or parcel of land, lying and being in the <br />City of Poft~mouth, Virginia, and comprising that portion of Sixth Street <br />lying and being between the northerly side of Jefferson Street and the <br />southerly side of Nelson Street." <br /> <br />Ayes: Early, Elliott, Gray, Holley, Oast <br />Nays: None <br /> <br /> 79-10 "Consideration of a resolution.appointing viewers for th~ closing of an unnamed <br />~lle~ lo,ate&on th~ West side o~ DecatUr St~t ~n ~k.~ ~ . <br /> <br /> The Cradock Property Owners Association has made application to vacate and close <br />an unnamed alley located on the west side of Decatur Street. The City Planning Commission <br />has recommended approval. This resolution appoints viewers pursuant ~o State law for a repor <br />back to City Council. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Oast and seconded by Mr. Elliott, the following resolution was adopted, <br />and~by the following vote: <br /> <br />"A RESOLUTION APPOINTING VIEWERS FOR CLOSING THE FOLLOWING: A PORTION OF AN <br />UNNAMED ALLEY. <br /> <br /> WHEREAS, the Cradock Property Owners Association has made application to vacate, close <br />and discontinue the hereinafter-de'scribed portion of a certain unnamed alley, and it appear- <br />ing that Notice of Application and request for the appointment of viewers was duly posted <br />November 30, 1978, on the bulletin board of the General District Court, Civil Division, of <br />the City of Portsmouth, the bulletin board of the Circuit Court of the City of Portsmouth, <br /> and the bulletin board of City Hall of the City of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />Frank N. Wilkerson be appointed an alternate viewer in the event one <br />the preceding viewers fail to particiFate, said viewers to view the hereinafter-described <br />portion of such unnamed alley and to report to this Council in writing whether in their <br />opinmon any, and if any, what inconvenience would result in vacating and closing the followin <br /> <br />UNNAMED ALLEY <br /> <br /> Beginning on the west side of Decatur Street approximately 70 feet <br />south from its intersection with Channing Avenue; thence west approximately <br />115 feet to a point; thence south approximately 280 feet to a Foint; thence <br />east approximately 20 feet; thence north approximately 270 feet; thence <br />east approximately 95 feet to the west right-of-way line of Decatur Street; <br />thence north along said right-of-way approximately 15 feet to the point of <br />origin. <br /> <br /> Also, beginning on the west side of Decatur Street approximately 75 <br />feet north from its intersection w~th Dahlgren Avenue; thence west approxi- <br />mately 245 feet to the east right-of-way line of Cushing Street; thence <br />north along said right-of-way approximately 15 feet; thence east approximately <br />245 feet to the west right-of-way line of Decatur Street; thence south along <br />said right-of-way approximately 15 feet to th~ point of origin." <br /> <br />Ayes: Early, <br />Nays: Nome <br />Absta&~ing: Gray <br /> <br />Elliott, Holley, Oast <br /> <br /> =9-11 "Consideration of a motion to transfer $91,025 from the Grants Contingency <br />Account to operate the Fire Prevention Education Project., the Roadside Drainage Project, <br />the Grounds Clean-up and Parks Repair Project and the Renovation and Improvement to Recreatim <br />Facilities Project. <br /> <br /> The Fire Prevention Education Project, the Gromnds Clean-up and Park Repair Project and <br />the Renovation and Improvement to Recreation Facilities Project have already been approved <br />by Council at an earlier meeting. An additional sum is requested to allow these projects <br />to run their maximum eligibility. The Roadside Drainage Project is a new project appearing <br />before Council for the first time. This motion will provide the funds necessary to operate <br />these four separate projects through their duration this year. Funded entirely through the <br />Comprehensive Employment and Training Act, the projects will offer employment opportunities <br />for low-income, unemployed residents of the Cfty as well as provide needed safety orientation <br />to our youth and much needed improvements to our public facilities and properties.
