January 9~ 1979 <br /> <br />Ayes: Early, Elliott, Gray, Holley, Oast <br />~ays: None <br /> <br /> ~-~ "Consideration of an ordinance changing Chesterfield Street between Deep Creek <br />Boulevard ~d Gloucester Avenue to Gloucester Avenue. <br /> <br /> In 1961 the City renamed approximately 175 streets to eliminate duplication. At that <br />time there were two Chesterfield Streets and one was incorporated by City Council in the <br />ordinance as Winchester Drive. The other Chesterfield S~reet, in the Fairview Heights <br />subdivision, was dropped from the City's official maps and Gloucester Avenue was in the <br />course of this action extended to Deep Creek Boulevard. In order to comply with the <br />logical extension of Gloucester Avenue and to make official the common practice that has <br />occurred since that time, it is recommended that Chesterfield Street be changed to Gloucester <br />Avenue. A copy of the letter from the Planning Commission endorsing this change is attached <br />for your information. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Gray and seconded by ~r. Elliott, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO CHANGE THE NAME OF CHESTERFIELD STREET BETWEEN DEEP CREEK <br />BOULEVARD AND GLOUCESTER AVENUE TO GLOUCESTER AVENUE." <br /> <br />Ayes: Early, Elliott, Gray, Holley, Oast <br />Nays: None <br /> <br /> [9-5 - "Consideration of an ordinance naming an unnamed road leading northward from <br />West Norfolk Road to the Hampton Roads Sanitaiion District's treatment plant. <br /> <br /> The unnamed road is open to the general public and has been without a name since the <br />City annexed the area in 1968. The Planning Commission voted unanimously to recommend that <br />the unnamed road be designated as Wild Duck Lane. A copy of the letter from the Planning <br />Director is attached for your information. The City Manager recommends adoption.' <br /> <br /> On motion of Mr. Oast and seconded by Mr. Gray, the following ordinance was adopted on <br />first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE DESIGNATING AN UNNAMED ROAD FROM WEST NORFOLK ROAD NORTHWARD TO <br />THE HAMPTON ROADS SANITATIgN DISTRICT PLANT AS 'WILD DUCK LANE'." <br /> <br />Ayes: Early, Elliott, Gray, Holley, Oast <br />Nays: None <br /> <br /> 79-6 - "Consideration of an ordinance authorizing a six inch <br />owned property at 617, 617 1/2, 619, and 619 1/2 Effingh~m Street <br />and maintaining a ceramic brick facade. <br /> <br />encroachment over City <br />for the purpose of erecting <br /> <br /> The property is located on the eas~ side of Effingham Street in the block between King <br />and County Streets. The request was made by Mr. P. L. Artis, Jr., pursuant to Section 40F193 <br />of the Zoning Ordinance, asking that the City authorize encroachment in order that the <br />construction of a brick facade could take place. A copy of the letter from the Planning <br />Commission outlining the request and the action of the Planning Commission is included for <br />your information. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Early and seconded by Mr. Elliott, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE AUTHORIZING A SIX INCH ENCROACHMENT OVER CITY OWNED PROPERTY AT <br />617, 617-1/2, 619 and~619-1/2 EFFINGHAM STREET, FOR THE PURPOSE OF ERECTING <br />AND MAINTAINING A CERAMIC BRICK FACADE, SUBJECT TO CONDITION." <br /> <br />Ayes: Early, Elliott, Gray, Holley, Oast <br />Nays: None <br /> <br /> 79-7 "Consideration of a resolution authorizing the City Manager to sign documents <br />pertaining to the development of the "Crawferd Harbor Plan;" ratifying the development agree- <br />ment between the developer, the Portsmouth Redevelopment and Housing Authority, and the City <br />dated December 27, 1978. <br /> <br /> This resolution authorizes the City Manager to sign legal documents necessary for the <br />development of the Crawford Harbor Plan. City Council previously authorized the City <br />Manager to sign the UDAG application which was executed on June 30, 1978. The City Manager <br />recommends adoption." <br /> <br /> On motion of Mr. Early and seconded by Mr. Gray, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY ~ANAGER TO SIGN AGREEMENTS NECESSARY TO <br />DEVELOP THE CRAWFORD HARBOR PLAN; RATIFYING THE CITY MANAGER'S SIGNING ON <br />BEHALF OF THE CITY, THE 'DEVELOPMENT AGREEMENT PROJECT A' ENTERED INTO BY <br />THE CITY, PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY AND CRAWFORD HABROR <br />ASSOCIATES, DEVELOPER, DATED DECEMBER 27, 1978. <br /> <br /> <br />
