13 '7' <br /> <br />January 9, 1979 <br /> <br /> 78:~4~3 - The following-ordinance approved on.first reading et the regular meeting of <br />November 21, 1978 and deferred from the regular meeting of December 12, 1978, was taken up <br />and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $157,040 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />THE PURCHASE OF THE SEABOARD COAST LINE RAILROAD'S ABANDONED RIGHT OF WAY FROM <br />THE CITY LIMITS ON THE WEST TO THE SOUTHERN TERMINAL AT BROAD STREET." <br /> <br /> M. J. Riley, 4609 Clifford Street, representing Central Mid-C~ty Civic League, spoke <br />against the tax dollars to be used for the pur.chase of the abandoned right o£ way. <br /> <br /> On motion of Mr. Early and seconded by Mr. Elliott, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Early, Elliott, Gray, Holley, Oast <br />Nays: None <br /> <br /> 78-428 The following ordinance approved on first reading at the regular meeting of <br />December 12, 1978, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE ~20,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />FINAL ENGINEERING PLANS AND SPECIFICATIONS FOR DRAINAGE OF THE MID-CITY <br />AREA, PRIORITY NO. 5." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Early, the ordinance was adopted, and by the <br />following vote: <br /> <br />Ayes: Early, Elliott, Gray, Holley, Oast <br />Nays: None <br /> <br /> 78-429 The following ordinance approved on first reading at the regular meeting of <br />December 12, 1978, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $28,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />THE INSTALLATION AND CONSTRUCTION OF SPORTS LIGHTING FOR ONE SOFTBALL FIELD <br />AT CHURCHLAND PARK." <br /> <br /> On motion of Mr. Oast and seconded by Mr. Gray, the ordinance was adopted, and ky the <br />following vote: <br /> <br />Ayes: Early, Elliott, Gray, Holley, Oast <br />Nays: None <br /> <br /> 78-430 The following ordinance approved on first reading at the regular meeting of <br />December 12, 1978, was taken up and read: <br /> <br />'AN ORDINANCE TO APPROPRIATE $8,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />REPAIRS TO THE LECKIE STREET BRIDGE." <br /> <br /> On motion of Mr. Oas~ and seconded by Mr. Gray, the ordinance was adopted, and by the <br />following vote: <br /> <br />Ayes: Early, Elliott, Gray, Holley, Oast <br />Nays: None <br /> <br />The following reports from the City Manager were presented: <br /> <br /> 79-2 "Consideration of an ordinance on first reading to appropriate $50,000 from <br />the Capital Improvements Fund for a water treatment study of the Suffolk plant. <br /> <br /> The Water Works and Study Commission in 1976 indicated a need for further indepth study <br />relative to the water treatment process at the water treatment plant in Suffolk. The im- <br />provements incorporated in the proposed study will relate to new treatment process required <br />in order to comply with the Safe Water Treatment Act and the new organic levels established <br />by law. This project is included in the 1978-79 Capital Improvements Program as Phase I at <br />a cost of $50,000. The City Manager recommends adoption on first reading. <br /> <br /> On motion of Mr. Early and seconded by Mr. Bast, the following ordinance wascapproved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE'TO APPROPRIATE S50,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />A WATER TREATMENT STUDY OF THE SUFFOLK PLANT." <br /> <br /> 79-3 "Consideration of an ordinance amending the City Code to permit the Board of <br />Equalization to meet in March and April. <br /> This amendment will permit the Board of Equalization to commence its proceedings including <br />advertisement so that the public will be able to meet with the Board of Equalization during <br />the months of March and April. The prior ordinance permitted meetings to commence only in <br />the month of May. The City Manager recommends adoption. <br /> <br /> On motion of Hr. Oast and seconded by Mr. Early, the following ordinance was adopted on <br />first and final reading, and by the following vote: <br /> <br /> "AN ORDINANCE TO ~END THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, <br /> BY AMENDING SECTION 35-58 THEREOF, PERTAINING TO THE BOARD OF EQUALIZATION." <br /> <br /> <br />
