<br /> I represent the above-named Church in its application for a use permit, which applicatioz
<br />appears on the City Council agenda for January 9 after having been reconsidered by the Plann-
<br />ing Commission.
<br />
<br /> When the matter 6r~inally appeared before the City Council, and was deferred for recon-
<br />sideration by the Planning Commission, the Council directed that the site plan be co-ordinatef
<br />with the Engineering Department to determine whether off-site drainage and set-back require-
<br />ments had been adequately met. I havs received the enclosed letter from the City Engineer
<br />which indicates that while the set-backs appear to be in compliance, the number of parking
<br />spaces is inadequate based on advice from the zoning officer, which is also enclosed. Mr.
<br />Hester's letter suggests that a more complete site plan be prepared to comply with his comment
<br />and I therefore ask that the City Council defer consideration of the matter until its January
<br />23 meeting in order that I may resolve these problems and come back to City Council with an
<br />acceptable site plan.

<br /> "At its public hearing on January 2, 1979, the City Planning Commission again con-
<br />sidered Use Permit Application UP 78-5 involving the northwest corner of Jamestown Avenue
<br />and King Street. Attorney Van Lefcoe spoke in behalf of the Church of the Lord Jesus Christ
<br />of the Apostolic Faith. Lengthly discussion ensued.

<br /> All members of the Planning Commission voted to stand by the Commission's position of
<br />November 7, 1978 recommending denial. Members of City Council may be interested in the fact
<br />that the one Planning Commissioner who abstained from the original vote participated in makin

<br />Realty Company for their development in the Northside Project, we have discussed this matter
<br />in detail with the City Planning Department but were unable to meet with the principles of
<br />London Realty over the holidays. We would, therefore, request that we be allowed to make

<br />"A RESOLUTION GRANTING A USE PERMIT TO HARRISON MOVING AND STORAGE COMPANY,
<br />INC. TO OPERATE A "STORAGE YARD" AT THE INTERSECTION OF SEVENTH STREET AND
<br />JEFFERSON STREET.
<br />
<br /> WHEREAS, Harrison Moving And Storage Company, Inc., made an application pursuant to
<br />Section 40-71(b), Code of the. City.of Portsmouth, 19.73, for the granting of a use permit
<br />as hereinafter-described; an~
<br />
<br /> WHEREAS, the applicant and the Planning Director have done all things required to be
<br />done in connection with said application; and
<br />
<br />WHEREAS, the Planning Commission has recommended the granting of said use permit.

<br />NOW, THEREFORE, BE IT RESOLVED by the Counci% of the City of Portsmouth, Virginia:
