<br /> "A RESOLUTIDN APPROVING AMENDMENT NO. 5 TO THE CONSERVATION AND REDEVELOPMENT
<br /> PLAN FOR THE PARK VIEW CONSERVATION AND REDEVELOPMENT PROJECT, FA. R-48.
<br />
<br /> WHEREAS, this Council by resolution adopted June 25, 1968, approved the Conservation
<br />and Redevelopment Plan for the Park View Conservation and Redevelopment Project, VA; R-48,
<br />Portsmouth, Virginia, adopted by Portsmouth Redevelopment and Housing Authority; and
<br />
<br /> WHEREAS, ~here has been pr~se~¢ed to,"this b'o.dy for cons.ideratio~n a~d approval' a copy
<br />of an amended conservation and redevelopment plan for the project area adopted January 2,
<br />1979 by the Portsmouth Redevelopment and Housing Authority; and
<br />
<br /> WHEREAS, said Amendment No. 5 has been carefully reviewed by 'this'Council and'said
<br />conservation and redevelopment plan, as amended, conforms to the general plan for development
<br />of the City as a whole; and
<br />
<br /> WHEREAS, Portsmouth Redevelopment and Housing Authority has resolved tha~t'-th'ls amendment
<br />is consistent with the improvement effort in the Park View Project; and
<br />
<br /> WHEREAS, in the judgment of this Council, it is in the interest of the City and its
<br />inhabitants that said Amendment be approved.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that Amendment No. 5 to. the Conserva'tion,and Redevelopment Plan for the Park View Conservatio~
<br />and Redevelopment Project, having been duly reviewed and considered, is hereby found:
<br />
<br /> (a) That the objectives of the Park View Conservation and Redevelopment Project,
<br />Portsmouth, Virginia, can be better achieved by adoption of said Amendment.
<br />
<br /> (b) That Amendment No. 5 for the project area conforms to the general plan for the
<br />City of Portsmouth as a whsle.
<br />
<br /> BE IT FURTHER RESOLVED that Amendment No. 5 to the Park Vie~- Conservation and Redevelopme
<br />Plan for the Park View Conservation and Redevelopment Project, having been duly reviewed
<br />and considered, is hereb.y approved,and the City Clerk-is hereby directed to file copy of
<br />said Amendment with the minuaes o~ th&s,:meeting.,, (See file PortsmoUth Redevelopment and

<br /> 79-25 "Consideration o~ a resolut.ion authorizing .the City'-Manager to purchase
<br />Parcel ~103 in tbs Mount Hermon Conservation and Redevelopment Project.
<br />
<br /> The Portsmouth School Board has requested that the City Council designate Parcel #103
<br />in the Mount Hermon area for use in conjunction with the Mount Hermon Elementary Education
<br />Center. The Portsmouth Redevelopment and Housing Authority's Commissioners have approved
<br />the sale of Parcel #103 for $6,160 as the fair market value of this land. The City Manager
<br />recommends adoption."

<br /> On motion of Mr. Barnes and seconded by Mr. Gray, the following resolution was adopted
<br />and by the following vote: '

<br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO PURCHASE DISPOSITION PARCEL
<br />103 IN THE MOUNT HERMON CONSERVATION AND REDEVELOPMENT PROJECT, VA. R-69.
<br />
<br /> WHEREAS, the Commissioners of the Portsmouth Redevelopment And Housing Authority
<br />(PRHA) have endorsed the acquisition of property known as disposition parcel 103 in the
<br />Mount Hermon Conservation Redevelopment Project, VA. R-69, to be used for school purposes;
<br />and
<br />
<br /> WHEREAS, the School Board of the City of Portsmouth by resolution dated January 11,
<br />1979 requested the City Council to purchase said parcel.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of ~ortsmouth, Virginia,
<br />that the City Manager is authorized to purchase disposition parcel 103 in the Mount Hermon
<br />Conservation Redevelopment Project, VA. R-69, in the amount of $6,160 00."

<br /> ~9-27 "Consideration of a resolutxon endorsing an amendment to the 1995 Regional
<br />Transportation Plan to include the improvements associated with Elmhurst Lane and the
<br />Greenwood Drive interchange at 1-264.
<br />
<br /> The current 1995 Regional Transpo-rtation Plan includes the improvements to the trans-
<br />portation corridor between 1-264 and Portsmouth Boulevard; and, was originally submitted
<br />with two options for this improvement. This resolution endorses the alternate agreed to
<br />by the City and the Virginia Department of Highways and Transportation at their meetings
<br />keld during the month of December 1978. This resolution will now remove the two alternates
<br />and establish a firm position by the City for the proposed improvements. ~he City Manager
<br />recommends adoption."
