<br /> On motion of Mr. Barnes and seconded by Mr. Holley, the following~ordinance was approved

<br />FOR THE 1979 COMMUNITY DEVELOPMENT PROGRAS~.'~

<br /> 79-23 "Consideration of an ordinance on first reading to appropriate ~27,000
<br />from the Capital Improvements Fund for the street tree planting and landsc~ngFprogram.
<br />
<br /> This ordinance appropriates the S27,000 outlined in the Capital Improvements Program
<br />for 1978, under ~he category of Parks ~ Recreation as street tree planting and landscaping.
<br />A list outlining the areas of ~he City and the sites to receive planting or replanting,
<br />as well as landsacping is attached for your information. The City ~anager recommends
<br />adoption on first reading."

<br /> On motion of Mr. Barnes and seconded by Hr. Early, the ~ol&owing ordinance was approved
<br />on first reading, and by unanimous vote:

<br />"AN ORDINANCE TO APPROPRIATE S27,000 FROM THE CAPITAL IMPROVEMENT FUND FOR
<br />A STREET TREE PLANTING AND LANDSCAPING PROGRAM."

<br /> 79-24 "Consideration of a resolution approving Amendment ~5 to the Conservation
<br />and Redevelopment Plan for Northside, Redevelopment Project VA. R5S9.
<br />
<br /> This resolution approves a minor revision referred to as Amendment #5 for the redesigna-
<br />tion of the land use for a small triangular parcel bounded by London Boulevard on the
<br />north, Lockport on the south, and Peninsula on the west from public parking to commercial
<br />reuse. The proposed plan change has been endorsed by the Planning Commission and approved
<br />by the PRHA Commissioners. The City Manager recommends adoption."

<br /> On motion of Mr. Gray and seconded by Mr. Holley, the following resolution was adopted,
<br />and by the following vote:

<br />"A RESOLUTION APPROVING _~ENDMENT NO. 5 TO THE REDEVELOPMENT PLAN FOR YHE
<br />NORTHSIDE REDEVELOPMENT PROJECT, NO. 1, VA. R-39.
<br />
<br /> WHEREAS, this Council by resolution adopted August 9, 1966, approved
<br />plan for the Northside Redevelopment Project, No. 1, Va. R-39, Portsmouth,
<br />adopted by Portsmouth Redevelopment And Housing Authority; and
<br />
<br />the redevelopment
<br />Virginia,
<br />
<br /> WHEREAS, there has been presented to this body for consideration
<br />of an amended redevelopment plan for the project area adopted January
<br />Portsmouth Redevelopment And Housing Authority; and
<br />
<br />and approval a copy

<br /> WHEREAS, said Amendment No
<br />redevelopment plan, as amended,
<br />as a whole; and
<br />
<br />5 has been
<br />conforms to

<br />carefully reviewed by this Council and said
<br />the general plan for development of the City

<br /> WHEREAS, Portsmouth Redevelopment and Housing Authority has resolved that this amendment
<br />is consistent with the improvement effort in the Northside Project; and
<br />
<br /> WHEREAS, in the judgment of this Council, it is in the interest of the City and its
<br />inhabitants that said Amendment be approved.

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that Amendment No. 5 ro the Redevelopment Plan for the Northside Redevelopment Project,
<br />having been duly reviewed and considered, is hereby found:
<br />
<br /> (a) That the objectives of the Northside Redevelopment Project, Portsmouth,
<br />Virginia, can be better achieved by adoption of said Amendment.
<br />
<br /> (b) That Amendment No. S for the project area conforms to the general plan for
<br />the City of Portsmouth as a whole.
<br />
<br /> BE IT FURTHER RESOLVED that Amendment No. 5 to the Northside Redevelopment Plan for
<br />the Northside Redevelopment Project, having been duly reviewed and considered, is hereby
<br />approved and the City Clerk is hereby directed to file a copy of said Amendment with the

<br /> This is a minor change~in-t~e redevelopment plan ~¢r Park View,-which-provides for
<br />the retention of the Hatton Street right-of-way between Holladay Street and Enterprise
<br />Way. This section of Hatton Street was previously scheduled go bB closed in accordance
<br />with the original Conservation and Redevelopment Plan for Park View. However, due ~o the
<br />addition of the London Plaza ShoppSng Center an~.construction-directty behind the shopping
<br />center, it is recommended that Hatton Street be left open as ingress and egress lot"the
<br />residents of Park View. The amendment was approved by the Portsmouth Redevelopment and
<br />Housing Authority on January 2, 1979. The City Manager recommends adoption."
