and <br /> <br />On motion of Mr. Barnes and seconded by Mr. Gray, the £ollowing resolntion was <br />by the following vote: <br /> <br /> "A RESOLUTION ENDORSING THE AMENDMENT OF THE 1995 REGIONAl TRANSPORTATION <br /> PLAN PERTAINING TO IMPROVEMENTS TO ELMHURST LANE BETWEEN PORTSMOUTH BOULEVARD <br /> AND I264. <br /> <br />adopted, <br /> <br /> WHEREAS, the 1995 Regional Transportation Plan includes the improvements of the <br />transportation corridor between Portsmouth Boulevard and 1-264; and <br /> <br /> WHEREAS, the plan incorporates two options for said improve-merits, either ~l~ng <br />Elmhurst Lane or Hodges F6Fry Ro~'d'; ah~ <br /> <br /> WHEREAS the final decision upon the recommendation of the Virginia Department of <br />Highways and Transportation and the Cmty of Portsmouth respect~yely, based upon an environmen <br />impact study is the Elmhurst Lan'e option. <br /> <br /> NOW, tHEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth endorses <br />the amendment of the 1995 Regional Tr~ns-portation Plan to ihcl~de the Elmhurst Lane <br />option. <br /> <br /> BE ~T FURTHER RESOLVED, that the City Clerk is directed to forward a copy of this <br />resolution ~o the Virginia Department of Highways and Transportation and the Southeastern <br />Virginia Planning District Commission." <br /> <br /> Ayes: Bar~es,-Early, Gray, Holley, Oast, Davis <br /> Nays: None ~' <br /> <br /> Y9-28 "Consideration of a motion to transfer $28,084 from the Grants Contingency <br />Account to develop a Crime and Substance Abuse Prevention Program within Portsmouth's <br />Public School System. <br /> <br /> This motion will provide the funds necessary-for Portsmouth's Mental Health/Mental <br />Retardation Services Board to develop a Crime and Substance Abmse Prevention Program. <br />This program will provide training for junior high school administrators and teachers in <br />new techniques of drug abuse and c~ime prevention. The program will also operate a pilot <br />youth involvement project in the same areas. Of the $28,084 total program cost, $25,275 <br />will be provide~ by the Divisio~ of Justice and Crime PreVention, $1,404~'represents the <br />state share, and $1,405 represents the necessary local cash match. The City Manager <br />recommends adoption of this motion." <br /> <br /> Motion of Mr. Barnes and seconded by ME. Sherrill, 5216 Bingham Drive, representing the Fellowship Baptist <br />Church, spoke regarding the intersection of Towne Point and Twin Pines Roads, due to the <br />number of accidents, something should be done to make it safer; also, floo~ing problem in <br />the area due to the bad drainage. <br /> <br /> Kermit C. Ackiss, Jr., 4000 Queenswood Drive, spoke on the same sub2ect. <br /> <br /> Motion of Mr. Barne~ and'seconded by M~.
