Motion of Mr. Elliott and seconded by Mr. Gray, the ordinance to be amended to approprial <br />$30,000, and was adopted by unanimous vote. <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Holley, the ordinance was ~dopted as amended. <br />and by the following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Gray, Holley, Oast, Davis <br />Nays: None <br /> <br />The following reports from the City Manager were presented: <br /> <br /> 79-38 " n ' <br /> - Co slderation of an ordinance on first reading to appropriate $20,000 from <br />the Capital Improvements Fund for the engineering and design costs for a boat ramp in West <br />Norfolk. <br /> <br /> This ordinance will appropriate the necessary funds to accomplish the engineering and <br />~design for Village Wharf (boat ramp) to be constructed in West Norfolk in association with <br />the new West Norfolk Bridge. The City has received a prepayment of the grant from the Coastal <br />Resource Management Program which is administered by the Office of the Secretary of Commerce <br />and Natural Resources at the State level. The City intends to make application for a construe <br />tion grant through the State Divis~an of Game and Inland Fisheries. The City Manager recomme~ <br />adoption on first reading." i~ <br /> <br /> On motion of Mr. Early and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $20,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />ENGINEERING AND DESIGN COST OF A BOAT R~{P IN WEST NORFOLK." <br /> <br /> :7~$.~ ~Conslderat~on of an ordinance on first reading to appropriate $76,000 from <br />the Capital Improvements Fund for the retrofitting of public buildings for the physically <br />handicapped. <br /> <br /> This appropriation will provi~h for the necessary funds to modify 12 public buildings <br />that are not in conformance with the present BOCA Code relative to meeting the requirements <br />for the Physically handicapped and aged. The attached list outlines the 12 buildings, with <br />their estimated costs, that are included in the proposal for retrofitting. This is the first <br />phase of a proposed three phase project in order to bring all public buildings in line with <br />the BOCA Code over a three year period. The 12 buildings included in this appropriation <br />are considered to be the most important from the standpoint of usage by the handicapped and <br />aged. The City Manager recommends~adoption on first reading." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Elliott, the following ordinance was approMed <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $76,000 FROM THE F~APITAL IMPROVEMENT FUND FOR <br />RETRO-FITTING OF PUBLIC BUILDINGS FOR THE PHYSICALLY HANDICAPPED." <br /> <br /> 79-40 - "Consideration of an ordinance on first reading to appropriate $14,000 from <br />the Capital Improvements Fund for engineering and design costs for the second phase of improv <br />ments to the water distribution system - Southeastern Industrial Area. <br /> <br /> This appropriation will provide for the necessary funds for total cost of the $294,000 <br />project. The previous appropriation in January of 1978 of $280,000 was approved, which <br />$50,000 of Coastal Zone Management funds. The additional appropriation will cover the engi- <br />neering and design costs for the total project, as well as contingencies and inspection costs <br />for Phase I. This appropriation will be funded from Public Utility Bond proceeds. The City <br />Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Early and seconded by Mr. Holley, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />'~AN ORDINANCE TO APPROPRIATE $14,000 FROM THE CAPITAL IMPROVEMENT <br />ENGINEERING AND DESIGN COSTS FOR THE SECOND PHASE IMPROVEMENTS OF <br />WATER DISTRIBUTION SYSTEM-SOUTHEAoTERN INDUSTRIAL AREA." <br /> <br />FUND FOR <br />THE CITY'S <br /> <br /> 79-41 - "Consideration of an ordinance to amend the City Code to provide for partial <br />self-insurance~for fire coverage on City buildings and contents. <br /> <br /> This amendment will Create an additional section within the Code similar to the public <br />liability trust fund, which will permit the accumulation of a reserve up to a maximum of <br />$100,000. The funding of the self~nsurance amount will be made from savings accruing from <br />reduced premiums by virtue of the $100,000 deductible clause. A copy of a letter from the <br />Finance Director outlining the prodedures and the funding mechanism is attached for your <br />information. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Oast and seconded by Mr. Barnes, the following ordinance was adopted <br />~ on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, <br />B~ AM~E~D{~G SECTION 2-19 THEREOF, PERTAINING TO.
