<br /> 79-79 "Consideration of an ordinance on first reading to appropriate $10,000 from
<br />the Capital Improvements Fund for the design of street improvements in the south Portsmouth
<br />
<br /> This appropriation will provide preliminary engineering and design costs for the
<br />street improvements for the south Portsmouth area, which includes Wilcox, ~Highlan-d, Summitt,
<br />and Lansing Avenues, etc.; and, is located between Elm Avenue and the Belt Line Railroad. Thi~
<br />project was included in the Capital Improvements Program for 197879 and will be funded from
<br />Revenue Sharing proceeds. The City Manager recommends adoption on first reading."

<br /> On motion of Mr. Oast and seconded by Mr. Barnes, the following ordinance was approved
<br />on first reading, and by unanimous vote:

<br />fiberglass gasoline storage tanks
<br />
<br />ordinance on first reading to appropriate
<br />the purchase and installation of four (4)
<br />for the City Garage.
<br />

<br />
<br /> This appropriation will provide the necessary funds for the installation and purchase
<br />of gasoline storage tanks at the City Garage. The City currently has reached an emergency
<br />condition in that several of the 4,000 gallon metal storage tanks have deteriorated to the
<br />point that they are nor=serviceable for gasoline. This project will provide us with the
<br />ability to maintain a minimum of 30 days operating supply, as well as provide a reserve
<br />for many of the vital services. The increased size of the tanks are being recommended in
<br />order ro provide the City with a 2 cents per gallon savings on the purchase of gasoline at
<br />the bulk rare, which is 8,000 gallons or more. Also, the two (2) 4,000 gallon tanks which
<br />remain serviceable will be converted for the storage of hydraulic oil and motor oil at a
<br />savings of 22 cents per gallon at the bulk rate. The City Manager recommends adoption on
<br />first reading."

<br /> On motion of Mr. Barnes and seconded by Mr. Gray, the following ordinance was approved
<br />on first reading, and by unanimous vote:

<br />"AN ORDINANCE TO APPROPRIATE $6Q~000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE
<br />PURCHASE AND INSTALLING OF FOg~ (4) TEN THOUSAND (10,000 ) GALLON FIBER GLASS
<br />GASOLINE STORAGE TANKS AT THE C~rY GARAGE."

<br /> 79-81 - "Consideration of a resolution authorizing the City Manager to convey City-
<br />owned property to the Portsmouth Redevelopment and Housing Authority (2100 Effingham Street).
<br />
<br /> The Portsmouth Redevelopment and Housing Authority has requested that this land be
<br />incorporated into adjoining p~operty already owned by the Authority in the Effingham proj-
<br />ect, VA R-72. This parcel is no longer needed by the City of Portsmouth and has been declared
<br />surplus. The Eair market value of the property is $2,000 and this resolution will authorize
<br />the sale of the property to the Portsmouth Redevelopment and Housing Authority ~t the fair
<br />market value. The City Manager recommends adoption."

<br /> On motion of Mr. Barnes and seconded by Mr. Gray, the following resolution was adopted,
<br />and by the following vote:
<br />
<br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY CITY-OWNED PROPERTY TO THE
<br /> PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY (2100 EFFINGHAM STREET).
<br />
<br /> WHEREAS, the City of Portsmouth desires to convey to the Portsmouth Redevelopment and
<br />Housing Authority a certain parcel of property which is hereinafter described; and
<br />
<br /> WHEREAS, the said parcel ~s no longer needed by the City of Portsmouth and is, therefore,
<br />declared to be surplus; and
<br />
<br /> WHEREAS.,,_.the~Poktsmouth Redevelopment and Housing Authority desires that th%s land be
<br />· ncorporated into adjoining property already owned by the Authority in the Effingham project,
<br />VA R72~; and
<br />
<br /> WHEREAS, the City of Portsmouth will be compensated for this property by the payment of
<br />Two Thousand Dollars ($2,000.00); and
<br />
<br /> WHEREAS, Section 2.09(~) of the Charter of the City of Portsmouth provides that the City
<br />may convey property to the Commonwealth of Virginia or any political subdivision thereof,
<br />without advertisemen~ and without receiving bids; and
<br />
<br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority is a political subdivision of
<br />the Commonwealth of Virginia.

<br /> NOW, THEgEE~RE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />the City Manager be, and he hereby is, authorized to convey the following described property
<br />the Portsmouth Redevelopment and Housing Authority:

<br /> All those certain lots, pieces or parcels of land, situate, lying and being
<br />in the City of Portsmouth, Virginia, bounded and described as follows, towwit:
