This parcel is no longer needed by the~City of Portsmouth and has been declared <br />surplus. The fair market value of the property is $1,080. This resolution authorizes the sal <br />of this property to PRHA for the fair market value. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Elliott, the following resolution was adopted <br /> by the following vote: ' <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY CITY, OWNeD PROPERTY <br />TO THE PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY (615 FIFTH STREET). <br /> <br /> WHEREAS, the City of Portsmouth desires to convey to the Portsmouth Redevelopment and <br />Housing Authority a certain parcel of property which is hereinafter d~scribed; and <br /> <br /> WHEREAS, the said parcel is no longer needed by the City of Portsmouth and is, therefore <br />declared to be surplus; and ' <br /> <br /> WHEREAS, <br />incorporated <br />and <br /> <br />the Portsmouth Redevelopment and Housing Authority desires that this land be <br />into adjoining property already owned by the Authority in the Southside III proje, <br /> <br /> WHEREAS, the City of Portsmouth will be compensated for this property by the payment of <br />One Thousand Eighty Dollars ($1,080.00); and <br /> <br /> WHEREAS, Section 2.09(c) of the Charter of the City of Portsmouth provides that the <br />may convey property to the Commonwealth of Virginia or any political subdivision thereof <br />without advertisement and without receiving bids; and ' <br /> <br />City <br /> <br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority is a political subdivision of <br />the Commonwealth of Virginia. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of POrtsmouth, Virginia, that <br />the City Manager be, and he hereby is, authorized to convey the following described property <br />the Portsmouth Redevelopment and Housing Authority: <br /> <br /> All that certain lot, piece or parcel of land, with the <br />thereon, situate, lying and being in the City of Portsmouth, <br />bounded and described as follows: <br /> <br />improvements <br />Virginia, <br /> <br />:t; <br /> <br />all <br /> <br /> Beginning at a point on the east side of Fifth Street 90' northerly <br />from the northeast intersection of Fifth Street and Nelson Street; thence, <br />running northerly along Fifth Street 30'; thence, easterly 90'; thence, <br />southerly 30'; then=e, westerly 90' to the point of beginning. <br /> <br />BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to complete <br />transactions and execute all documents incident to such conveyances." <br /> <br />Ayes: Barnes, Early, Elliott, Gray, Holley, Oast, Davis <br />Nays: None <br /> <br /> 79-83 "Consideration of a motion to transfer $3~,090 from the Grants Contingency <br />Account for the continuation of the VASAP Selective Enforcement Unit. <br /> <br /> This motion will provide the necessary funds to continue operation of the Virginia <br />Alcohol Safety Action Program's Special Police Patrol Unit. The purpose of this unit is to <br />intensify efforts to keep the drunk drivers off the road. This project provides one police <br />vehicle fully equipped and funds to reimburse the police department for patrol time. It is <br />estimated that the unit will be on patrol for 48 hours each week. The funds for this project <br />are prov.j[ded by the Department of Transportation Safety and no local cash match is required. <br />The City Manager recommends adoption." <br /> <br /> Motion of Mr. Gray and seconded by Mr. Oast, that authorization be granted to transfer <br />$34,090 from the Grants Contingency Account, as requested, and was adopted by unanimous vote. <br /> <br /> 79-84 "Consideration of a motion to transfer $20,000 from the Grants Contingency Account <br />to establish an Ethnic History Project under the direction of the Portsmouth Public Library. <br /> <br /> This motion will provide the funds necessary to conduct a study of black and white inter- <br />relationships during the last 200 years in lower Tidewatsr, Virginia. The project will develop <br />slide~t~pe programs, lectures and seminars for presentation ~o community groups, thus con'~i~ - <br /> <br /> <br />
