<br /> At a regular meeting of the City Council held on March i3, 1979, there were present:

<br /> Rev. Harold L. Cooper, Pastor, Little Grove Baptist Church, opened the meeting with
<br />prayer, followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Davis welcomed allvisitcrs in attendance.
<br />
<br /> Motion of Mr. Barnes and seconded by Mr. Oast, the minutes of the called meeting of
<br />February 27, 1979; minutes of the regular meeting of February 27, 1979, to be approved as
<br />received, and was adopted by unanimous vote.

<br /> %9-58 The following ordinance approved on first reading at the regular meeting of
<br />February 27, 1979, was taken up and read:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $100,000 FROM THE CAPITAL IMPROVEMENT FUND FOR
<br />RENOVATION AND MAJOR REPAIRS TO SCHOOL BUILDINGS."
<br />
<br /> On motion of Mr. Gray and seconded by Mr. Early, the ordinance was adopted, and by the
<br />following vote:

<br />
<br /> 79-59 - The following ordinance approved on first reading at the regular meeting of
<br />February 27, 1979, was taken up and read:

<br />'AN ORDINANCE TO APPROPRIATE $30,000 FROM THE CAPITAL IMPROVEMENT FUND FOR
<br />THE CITY'S SHARE FOR THE PARKS AND RECREATION INCENTIVE FUND."

<br /> On motion of Mr. Barnes and seconded by Mr. Holley, the ordinance was adopted, and by the

<br />The following reports from the City Manager were presented:
<br />
<br /> 79-77 "Consideration of an ordinance on
<br />the Capital Improvements Fund for architectural
<br />space parking garage on Crawford Street.

<br /> This ordinance appropriates the necessary funds for the architectural design and
<br />engineering costs associated with the overall design of ~ 700 space parkin~ garage to
<br />b~ located between the Holiday Inn and the new 25 story Harbor Tower. As part of the over-
<br />all Crawford Waterfront Plan, there was originally a parkin~ garage scheduled to be built
<br />on Crawford Street adjacent to the harbor; and, an additional parking garage, known as
<br />High Street Garage, to be built at the end of High Street between Crawford and Water Streets.
<br />The redesign based on the marketing of the 25 story residential units indicates the need
<br />for parking adjacent to the units to be served. The City also has a requirement for public
<br />parking in this area since there are currently in excess of 150 spaces being rented on a
<br />monthly basis. The design will be for 700 cars; however, only a 500 space parking garage
<br />will be constructed in Phase I. This will provide 253 spaces to the high rise tower and
<br />250 spaces for public parking. The City Manager recommends adoption on first reading."

<br /> On motion of Mr. Early and seconded by Mr. Elliott, the following ordinance was approved
<br />on first reading, and by unanimous vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $125,000 FROM THE CAPITAL IMPROVEMENT FUND FOR
<br />ARCHITECTURAl AND DESIGN COSTS FOR A 700 SPACE PARKING GARAGE."
<br />
<br /> 79-78 "Consideration of an ordinance on first reading to appropriate $20,000 from
<br />the Capital Improvements Fund for replacement of curbs and gutters on a Cit?wide basis.
<br />
<br /> This appropriation will provide funds for the annual program of updating curbs and
<br />gutters on a Cit)=wide basis. This project will include approximately 2,000 linear feet of
<br />concrete curbs and gutters on a replacement basis in areas throughout the City where existing
<br />curbs have been deteriorating and are causing extensive problems. These funds were included
<br />in the Capital Improvements Program for 1978z79 to be funded from General Revenue Sharing
<br />proceeds. The City Manager recommends adoption on first reading."

<br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was approved
<br />on first reading, and by unanimous vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $20,000 FROM THE CAPITAL IMPROVEMENT FUND FOR
<br />REPLACEMENT OF CURBS AND GUTTERS ON A CITY-WIDE BASIS."
