This resolution will authorize the City <br />Manage~i~o authorize such leases for a period not to exceed six months. Further, he is autho- <br />rized to sign such documents as may be necessary to complete transactions. The City ~anager <br />recommenSs~adoPtion." <br /> <br /> On motion:of Mr. Barnes and seconded by Mr. Oast, the following resolution was adopted, <br />an dby the following vote: <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO LEASE THE FO~ER U. S. COAST <br /> GUARD BASE PROPERTY. <br /> <br /> WHEREAS, the City of Portsmouth has purchased the former U. S. Coast GUard Base on First <br />Street for industrial development and port related facilities; and <br /> <br /> WHEREAS, during the period of development of the total area, the City has opportunity <br />[fz0m 2ime to ~time to lease portions of said property on a short term basis; and <br /> <br /> WHEREAS, the potential for development of this industrial area is enhanced by being able <br /> to attract port related activities into the area on a short term basis until permanent facilit: <br /> within the City can be established; and <br /> <br /> WHEREAS, docking charges and rentals received on a weekly or monthly basis continue to <br />allow the City to recover the purchase cost of this property while working towards permanent <br />development of-the area. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Portsmouth, Virginia, that <br />the Gity~Manager be, and he hereby is, authorized to enter into lease agreements on behalf <br />of the City of Portsmouth for such portions of the former U. S, Coast Guard Base as may be <br />necessary to attract industrial and port related activities through the City of Portsmouth, <br />upoB such terms and conditions as the Manager deems appropriate; said leases not to exceed <br />an initial term of six (6) months; said leases to be terminable upon completion of overall <br />development plans for the area. <br /> <br /> BE IT~F~RTHBR RESOLVED that the Council of the City of Portsmouth, Virginia, hereby re- <br />affirms its commi~tment of development of this area on a permanent basis compatible to the -- <br />Southside Redevelopment Project." <br /> <br />Ayes: Barnes, Early, Elliott, Gray, Hol~ey, Oast <br />Nays: None <br /> <br /> 79-108 - "Consideration of a motion to award bid to the lowest responsible bidder for <br />improvements to the parking lot adjacent to the new Municipal Building and the Lightship <br />Museum The City Manager recommends adoption." <br /> <br /> Motion of Mr. Oast and secend~d by Mr. Barnes, that the contract to be awarded to Cotton <br />Bros., Inc., being the lowest responsible bid in the amount of $18,850, and was adopted by <br />unanimous vote. <br /> <br />79-109 - "Consideration of a motion to award bid to the lowest reponsible bidder for <br />street improvements on the north end of Water Street within the Waterfront Development Project. <br /> The City Manager recommends adoption." <br /> <br /> Motion of Mr. Barnes and secmnded by Mr. Oast, the contract to be awarded to A. S. Bollin <br />~c.,~being the lowest responsibl bid in the amount of $108,715; contract for material to be <br />awarded Ko Armco Steel Corp, Being lowest responsible bid in the amount of $3,343, and was <br />adogte~d by;.u-nanimous vote. <br /> <br /> "~9~11:0 -J.'.'Consideration of a motion tO transfer $2,936 from the Grants Contingency Accoun <br />to operate the Commonwealth s Attorney Law Intern Program. <br /> <br /> This motion wi.ll provide the funds necessary to operate the Law Intern Program for ten <br />weeks~.~dn~'%n~B the summer.
