<br />The following reports from,,the City Manager were presented:
<br />
<br /> 79-95 "Consideration of an ordinance to amend the City Coge pertaining to tax relief
<br />for elderly and handicapped citizens by amending the eligibility criteria.
<br />
<br /> The proposed amendment will raise the income l~mit from $7,500 to $8,500 and increase
<br />the net worth ceiling from $25,000 to $35,000 annually. Based on a survey of the area cities,
<br />{~s would be gn appropriate level for the City of Portsmouth. The only city not meeting
<br />this crmteria is the City of Chesapeake, with has an income level of $9,500 and a net worth
<br />ceiling of $30,000. Norfolk and,Virginia Beach have adopted identical recommendations to
<br />this amendment. The City Manager recommends adoption."

<br />TAX RELIEF FOR THE ELDERLY AND HANDICAPPED.'

<br /> 79-96 - 'Consideratmon of an ordinance to appropriate $58,020 from the Capital Improve-
<br />ments Program f~ the Phase I1 restoration of the 1846 Courthouse.
<br />
<br /> The City has received $29,010 for the 1846 Courthouse restoration frcm unobligated
<br />National Historic Preservation Funds that were re-assigned to Portsmouth for the Courthouse
<br />Rehabilitation Project. These grant funds are provided to.the City on a 50/50 matching basis
<br />for labor and materials for removing, reworking, and reglazing 32 existing main floor (second
<br />sto~) ~i~do~-ahd finishing and installing 5 replacement windows, sash, stone sills, and
<br />frames when necessary. Tbs Capital Improvements Program for 1978-79 includes $50,000 for the
<br />Courthouse restoration. This ordinance appropriates $29,010 of these funds. The City Mana=~r
<br />recommends adoption on firs~ reading.
