Saunders Early, Jr., Archie Elliott, Jr., J. Robert Gray, <br />James W. Holley, Edward L. Oast, Jr., Robert T. Williams, City Manager, <br />Gordon B. Tayloe, Jr., City Attorney. <br /> <br />Absent: Richard J. Davis <br /> <br /> Vice Mayor Holley presided in the absence of Mayor Davis, and welcomed all visitors in <br />attendance. <br /> <br /> Rev. Edward M. Garrett, Jr., Pastor, Cradock United Methodist Church, opened the meeting <br />with prayer, followed by the Pledge of Allegiance to the Flag. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. <br />1979; minutes of the regular meeting of March <br />adopted by unanimous vote. <br /> <br />Oast, minutes of the called meeting of March 13, <br />13, 1979, to be approved as received, and was <br /> <br /> 79-93 Vice Mayor Holley presented Certificates of Appreciation to Mrs. Joan Segal, <br />former member of the Committee for the Handicapped, and Wilfred F. Magann, former member of <br />the Museum and Fine Arts Commission. <br /> <br /> 79-94 Motion of Mr. Barnes <br />the citizens who had requested to <br />and was adopted by unanimous vote. <br /> <br />and seconded by Mr. Elliott, to suspend the rule to hear <br />speak representing the Portsmouth Education Association, <br /> <br /> The following citizens spoke concerning salary increase to the proposed increase by the <br />SchooI Board: <br /> <br />Ms. Rosa Wells, 5632 High Street, W., President of Portsmouth Education Association, <br />requested an additional 2½% to be cons'idered. <br /> <br />William Liverman, 3649 Hartford Street, Instruction Chairperson, Portsmouth Education <br />Association, spoke against the proposed salary increase. <br /> <br />Winston A. Spruill, 641 C&autauqua Aven~e, representing Port~mouth Education Association, <br />presented comparison o£~laryscale~ in the area, bringing to the attention of Council, <br />the benefits. <br /> <br />Ms. Judith C. Apperson, 3792'-C Towne Point Rd., representing Portsmouth Education <br />Association, spoke concerning ihe salary increase. <br /> <br />Dick B~b{lenberger, 3000 Detroit Street, Teacher, Cradock High School, spoke against <br />~.~Kopgscd increase. <br /> <br />Ms. Margaret H. Duffey, 600 Roosevelt Boulevard, =epresenting the Portsmouth Education <br />Association, spoke regayding materials that teachers ~pay for ou~ of their own funds. <br /> <br />Ms. Evelyn D. Sawyer, L319 Roosevelt Boulevard, representing Portsmouth Education <br />Association, spoke regarding the proposed salary increase. <br /> <br />David Willett, 403 Concord Road, Teacher, Cradock High School, spoke against the proposed <br />salary increase. <br /> <br />- UNFINISHED BUSINESS <br /> <br /> 79-77 The following ordinance approved on first reading at the regular meeting of <br />March 13, 1979, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $125,000 FROM 7HE CAPITAL IMPROVEMENT FUND FOR <br />ARCHITECTURAL AND DESIGN COSTS FOR A 700 SPACE PARKING GARAGE." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Gray, Holley, Oast <br />Nays: None <br /> <br /> 79-78 The following ordinance approved on first reading at the regular meeting of <br />March 13, 1979, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $20,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />REPLACEMENT OF CURBS AND GUTTERS ON A CITY-WIDE BASIS." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Oast, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Gray, Holley, Oast <br />Nays: None <br /> <br /> <br />
