<br /> 79-66 - On motion of Mr. Barnes and seconded by Mr. Gray, the following ordinance was

<br />"AN ORDINANCE TO APPROPRIATE $98,900 FROM %HE GRANTS FUND TO DEVELOP PSYCHO-
<br />DIAGNOSTIC ASSESSMENT OF LEARNING SKILLS PROGRAM WITH PORTSMOUTH'S PUBLIC
<br />SCHOOl SYSTEM."

<br />The following reports from the City Manager were presented:

<br /> 79-140 - "Consideration of an ordinance on first reading imposing and levying taxes
<br />for Fiscal Year beginning July 1, 1979 and ending June 30, 1980 and for each Fiscal Year there
<br />a~ter on real estate, tangible personal property and machinery and tools for the purpose of
<br />raising revenues for governmental and school operations.
<br />
<br /> This ordinance amends the current real estate rate by r~ducing the rate from $1.30 per
<br />hundred to $1.28 per hundred. There is no rate change~pcqmmendgd to the tangible personal
<br />property, or machinery and tools tax rates. In a~on to establishing the tax rate
<br />for real property, this ordinance also sets forth the alternate method for taxing the un-
<br />equalized portion of the public service corporation's personal property. ~he City Manager re-
<br />commends adoption on first reading."

<br /> Louis E. TurJ~r, 127 Oregon Avenue, spoke regarding the tax assessment being increased
<br />and tax rate being reduced 2¢ Bet $100.00; requested that expenses be cut in city government.

<br />FOR THE FISCAL YEAR BEGINNING JULY 1, 1979, AND ENDING JUNE 30, 1980, AND
<br />ALSO FOR EACH AND EVERY FISCAL YEAR THEREAFTER BEGINNING JULY 1 AND ENDING
<br />JUNE 30.O~ EACH SUCH YEAR, UNLESS OTHERWISE CHANGED BY COUNCIL, ON REAL
<br />ESTATE, TANGIBLE PERSONAL PROPERTY, AND MACHINERY AND TOCLS WITHIN THE CITY

<br /> 79-141 "Consideration of an ordinance to amend the City Code pertaining to increasing
<br />metered water rates.
<br />
<br /> This ordinance amends the current rate structure for water by increasing the current
<br /> charge for water for residences within the City of Portsmouth from 55 cents to 60 cents per
<br /> 1,000 gallons. This rate also applies to the Old City of Sq~fq~k which the City serves under
<br /> contractual agreement. The City of Chesapeake has been nq~if~e~ that due to increased costs,
<br />~,~%~e..bul~currently bein~ charged will be increased from 50~-cents to 55 cents per 1,000
<br /> gallons. The City has been furnishing service to the former Nansemond County (section of
<br /> Suffolk) ~without contract on the basis of 1 1/2 times the rate established for Portsmouth and
<br /> Old Suffolk. This rate will increase from 82 1/2 cents to 90 cents per 1,000 gallons. All re
<br /> commended increases Eo be effective with meter readings on or ~after September 1, 1979. The
<br /> City Manager recommends adoption."

<br /> Louis E. Turner, 127 Oregon Avenue, stated that the customer should be n~ified on the
<br />increase of utility tax due to the increase in the water rate.
<br />
<br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was adopted on
<br />first and final reading, and by the following vote:
<br />
<br />"AN ORDINANCE TO AMEND SECTION 38-34 OF THE CODE OF THE CITY OF PORTSMOUTH,
<br />VIRGINIA, 1973, PERTAINING TO WATER METER RATES."

<br /> 79-142 "Consideration of an ordinance amending the City Code by inereasing water
<br />service line connection fees (tap fees).
<br />
<br /> This ordinance amends the one-time connection fee charged for water service lines based
<br />on size of the meter. The sizes range from 3/4 inch to 10 inches, with the current rates
<br />
