<br />ranging from $150 to cost plus 25%. The residential single family tap fees are the 3/4 inch
<br />meter with the current rate being $150. The proposed new rate will be $250. I have included
<br />for your information a schedule of the current and proposed rates for service line connection
<br />fees, as well as the current charge in Norfolk and Virginia Beach. The connection fees have
<br />not been changed since July 1971 and due to the rising cost of pipe, meters and labor for in-
<br />stallation, the new recommended schedule or fees are justified. The majority of the connectio
<br />fees are paid by developers when developing residential, commercial, or industrial areas withi~
<br />the City. The City Manager recommends adoption."

<br /> 79-143 "Consideration of an ordinance to amend the City Code pertaining to increased
<br />costs for handling refuse at the City Incinerator.
<br />
<br /> This ordinance amends the City Code relative to fees per ton for incineration. The
<br />ordinance includes the recommended increase from $5.50 per ton to $6.75 per ton. As discussed
<br />with you in the budget conference it was pointed out that the $6.75 does not recover the costs
<br />however, due to the proposed construction of the solid waste facility the $1.25 per ton in-
<br />crease is recommended at this time, The manlmum fee of $i.10 has not been changed since 1961,
<br />it is recommended that this charge be increased to $5.00. This $5.00 fee does not apply to
<br />citizens who bring trash or debris to the incinerator from their perso-n-a~-residences. Any
<br />refuse or trash received under these conditions are handled by t~ ~[f~ of charge to the
<br />resident. The City Manager recommends adoption."

<br /> The recommended increase in the incineration fees is reflected in the service charges for~
<br />dump master containers, based on this it is necessary to adopt the new schedule of fees settin~
<br />forth the new service charges for dump master containers. The service charges for dump master~
<br />includes all incineration, transportation, and landfill; therefore, the increase in incineration
<br />fees have been reflected in each of the categories of the service schedule. The City Manager
<br />recommends adoption."

<br /> 79-145 "Consideration of an ordinance on first reading to appropriate $46,200 from the
<br />Capital Improvements Fund for the architectural and engineering services for the new south-
<br />western fire station (Winchester Drive) to replace the fire station now on Winchester Drive.
<br />
<br /> This ordinance appropriates $46,200 for architectural and engineering costs to do the
<br />architectural review, location of the site, and engineering services necessary for constructio~
<br />of the new fire station to replace the existing fire station on Winchester Drive. The fire
<br />station proposed will utilize the architectural design used in the Elm Avenue and Pinners Poin~
<br />fire stations. The City has adopted these plans as the model to be constructed throughout the
<br />City and the last two fire stations were built using these plans. This project is included in
<br />the 1978-79 Capital Improvements Program for this purpose. The City Manager recommends adop-
<br />tion on first reading."
