<br />bonds, and was adopted by unanimous vote.

<br /> The Trustees of Olive Branch Baptist Church have made application to close a pcrtion
<br />of Cherokee Road Extended. Viewers were appointed February 13, 1979. A copy of their report
<br />and a plat showingrthe portion to be closed is attached for your information. The City
<br />Manager recommends adoption.' 17

<br /> 79-168 "Consideration of a resolution expressing support of the City Council for plans
<br />to provide renovation of the Portsmouth City Jail.

<br /> Based on studies by the Institute ~or Criminal Justice, National Clearinghouse for
<br />Criminal Justice Planning and Architecture, and the American Correctional Association certain
<br />improvements have been identified relative to overcrowding and lack of adequate space for pro~
<br />grams and services in the Portsmouth City Jail. Funds have been made available and approved
<br />from ~he Virginia Department of Corrections Division of Justice and Crime Prevention and
<br />the Cit) of Portsmouth in an amount sufficient to complete two of the four objectives outline~
<br />in the study. This resolution expresses the City Council's support for plansto provide futur~
<br />renovations after completion of the first two objectives. The City Manager recommends
<br />adoption."

<br /> "A RESOLUTION EXPRESSING SUPP©RT OF THE COUNCIL FOR PLANS TO PROVIDE RENOVATION
<br /> OF THE PORTSMOUTH CITY JAIL.
<br />
<br /> WHEREAS, jail standards were comprehensive intake and admission services, hlassification~
<br />inmate visitation, medical care, health and other programs, such as education, counseling, ~
<br />exercise and recreation have been set by the National Advisory Commission on criminal justice~z
<br />standards and g0als and the Virginia Task Force on criminal justice goals and objectives; and!
<br />
<br /> WHEREAS, studies by the Institute for Criminal Justice, National Clearing House for
<br />Criminal Justice Planning and Architecture, and the American Correctional Association identi-
<br />fied overcrowding and lack of adequate space for programs and services as conditions in the
<br /> Portsmouth City Jail which are not conductive to effective operations, programs and services
<br />necessary to meet the standards; and
<br />
<br /> WHEREAS, a plan has been adopted by the City of Portsmouth and the Portsmouth Sheriff De-
<br />partment which recommended renovation of the physical plant to include (,1) expanded administr~
<br />offices and prisoner visitation on the plaza level, (2) space for medical services a~d prison(
<br />rehabilitation on the second floor, (3) outdoor exercise areas on the roof top, (4) a compreh~
<br />intake admissions center in the basement of the Portsmouth City Jail; and
