21!

May 8, 1979

The proposed Capital Improvement Program contains no funds un,er the category-of Education.
The School Board did not submit any capital requests because they are re-evaluating their long
range plans in light of the recent Ten Year S~hool Plant Inventory Study.

The toal recommended budget for 1979-80 is $10,530,693, broken down by major category as
follows:

Community Services
Parks and Recreation
Public Safety
Urban T~nsportation
Drainage, Curbs, Gutters
Street Improvements
Support of Federal Prcgrams
Public Utilities
Crawford Harbo~
Miscellaneous

$ 575,100
435,000
174,416
757,500

1,030,000
645,000
3,565,000
2,525,000
823,677
$10,530,693

Loach1-fundi-ng sources for 1979-80 as compared with the current 1978-79 fiscal year as
follows:

1978-79 1979-80

General Obligatio~ Bonds
Revenue Sharing Funds
Ecnnomic Development Funds
Community Development Funds
Public Utility Bonds
Portsmouth Parking Auth/
Revenue Bonds (G.O.)
Other

4,671.789 $ 3,962,016
1,517,359 1,528,677
1,047,600
289,400
3,955,929 3,565,000

690,000

1,475,000

Total $12,172,077 $10,530,693

Since the-Capi~at~Improvement Program includes both General Obligation Bonds and Revenue
Sharing Funds, I have enclosed a copy of the letters from~the Planning Commission and Citizens
Advisory Committee with their recommendations from the February 15 Revenue Sharing public
hearing. The two Commissions recommended funding of a Children's Museum in the ma~n library
basement at a cost of $15~000, and~creati0n of:aF~inispark in Prentis Park at 'a cost of $10,00
$15,000. Included in the CIP is approximately $73,000 in Revenue Sharing for contingencies
which can be used to address the recommendations. You will recall that at City Councils'
publ~hearing on the CIP, the only speaker supported the Children's Museum.

Finally, I have enclosed copies of letters from both the Planning Commission and Municips
Finance Commission endorsing the proposed Capital Improvement Program.

I submit the 1979-84 Capital Improvement Program and the Capital Work Program for 1979-80
for your approval."

FrakkFalcon, 4121 Summerset Drive, lmeprms~e~ting the Chu~chland Forum, presented the
following statement:

'The Churchland Forum, on behalf of the entire Churchland Community, wishes to point out
to the City Council that our community was virtually cut out of theCCity Manager's Recommenda-
tions for the five-year CIP Budget. In December of 1978 we gave the Parks and Recreation
Department our recommendations for the'fire-'year CIP Budget [see attached sheet for prioritie~
and in March of this year we reemphasized the importance of the Community Center through a
letter to the Parks and Recreation Commission (see attached sheet).

At this ~ime the Forum would like to make the following requests. In the fiscal year
79-80, we would like to see bike paths for the Ebony Heights Community added to the five-year
plan. This should cost $15,000--only a fraction of the $75,000 deleted from Chnrchland's
projects. In fiscal year 80-81, we request a Community Cmnter to be added to Churchland's
projects. The cost can be estimated>by the Parks and Recreation Department. As pointed out
in the two attachments, thisiis over one-third of the city's cuts being placed on the largest
single community. During this same period, Simonsdale will be receiving $440,000 and the
Wilson area ~375,000.

The Forum realizes that money is tight,
the budget entirely. We are not asking for
fair share."

but does not feel that we should be cut out of
everything to be reinstated, but do ask for our

O~mo~i.o~ of Mr. Barnes and secnnded by Mr. Holley, the following resolution was adopted
and by the following vote:

"A RESOLUTION APPROVING THE CAPITAL IMPROVEMENTS PROGRAM FOR 1979 THROUGH
198~ AND A ONE YEAR CAPITAL IMPROVEMENT WORK PROGRAM FOR 1979-80.

WHEREAS, the City Manager has submitted to Council the Capital Improvement Work Program
for 1979 through I984; and

WHEREAS, th~ City Planning Commission, the Citizens Advisory Committee and the Municipal
Finance Commission have reviewed said programs and endorsed it; and
