<br /> Since the-Capi~at~Improvement Program includes both General Obligation Bonds and Revenue
<br />Sharing Funds, I have enclosed a copy of the letters from~the Planning Commission and Citizens
<br />Advisory Committee with their recommendations from the February 15 Revenue Sharing public
<br />hearing. The two Commissions recommended funding of a Children's Museum in the ma~n library
<br />basement at a cost of $15~000, and~creati0n of:aF~inispark in Prentis Park at 'a cost of $10,00
<br /> $15,000. Included in the CIP is approximately $73,000 in Revenue Sharing for contingencies
<br />which can be used to address the recommendations. You will recall that at City Councils'
<br />publ~hearing on the CIP, the only speaker supported the Children's Museum.
<br />
<br /> Finally, I have enclosed copies of letters from both the Planning Commission and Municips
<br />Finance Commission endorsing the proposed Capital Improvement Program.
<br />
<br /> I submit the 1979-84 Capital Improvement Program and the Capital Work Program for 1979-80
<br />for your approval."

<br /> FrakkFalcon, 4121 Summerset Drive, lmeprms~e~ting the Chu~chland Forum, presented the
<br />following statement:
<br />
<br /> 'The Churchland Forum, on behalf of the entire Churchland Community, wishes to point out
<br />to the City Council that our community was virtually cut out of theCCity Manager's Recommenda-
<br />tions for the five-year CIP Budget. In December of 1978 we gave the Parks and Recreation
<br />Department our recommendations for the'fire-'year CIP Budget [see attached sheet for prioritie~
<br />and in March of this year we reemphasized the importance of the Community Center through a
<br />letter to the Parks and Recreation Commission (see attached sheet).

<br /> At this ~ime the Forum would like to make the following requests. In the fiscal year
<br />79-80, we would like to see bike paths for the Ebony Heights Community added to the five-year
<br />plan. This should cost $15,000--only a fraction of the $75,000 deleted from Chnrchland's
<br />projects. In fiscal year 80-81, we request a Community Cmnter to be added to Churchland's
<br />projects. The cost can be estimated>by the Parks and Recreation Department. As pointed out
<br />in the two attachments, thisiis over one-third of the city's cuts being placed on the largest
<br />single community. During this same period, Simonsdale will be receiving $440,000 and the
<br />Wilson area ~375,000.

<br /> The Forum realizes that money is tight,
<br />the budget entirely. We are not asking for
<br />fair share."
<br />
<br />but does not feel that we should be cut out of
<br />everything to be reinstated, but do ask for our
<br />
<br /> O~mo~i.o~ of Mr. Barnes and secnnded by Mr. Holley, the following resolution was adopted
<br />and by the following vote:
<br />
<br />"A RESOLUTION APPROVING THE CAPITAL IMPROVEMENTS PROGRAM FOR 1979 THROUGH
<br />198~ AND A ONE YEAR CAPITAL IMPROVEMENT WORK PROGRAM FOR 1979-80.
<br />
<br /> WHEREAS, the City Manager has submitted to Council the Capital Improvement Work Program
<br />for 1979 through I984; and
<br />
<br /> WHEREAS, th~ City Planning Commission, the Citizens Advisory Committee and the Municipal
<br />Finance Commission have reviewed said programs and endorsed it; and
