<br /> WHEREAS, funds have been made available from the Virginma Department of Corrections,
<br />Division of Justice and Crime Prevention, and the City of Portsmouth, in an amount sufficient
<br />to.c~mplete the first two of the four renovation objectives.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />the Council hereby expresses its approval for the plan for the renovation of the Portsmouth
<br />City Jail to inelude (1) expanded administrative offices and prisoner visitation on the plaza
<br />level, (2) space for medical services and prisoner rehabilitation on the second floor, (3)
<br />outdoor exercise areas on the roof top, (4) a comprehensive intake admissions center in the
<br />basement of th~ Portsmouth City Jail.

<br /> BE IT FURTHER RESOLVED that the City of Portsmouth will direct its efforts towards com-
<br />bining local, state and federal resources, and such other funds as ma}- be available, in order
<br />to complete all four objectives of the renovation of the Portsmouth City Jail."

<br />Capital Improvements Fund for improvements to the north end of WaKer Street.

<br /> The City has received bids for the curbing and street work on the north end of Water
<br />Street associated with the development of the 25 story high rise. Bids were received
<br />on March 13, 1979 and will expire in D0 days or J~g~ 13, 1979. This ordinance appropriates
<br />the $275,000 earmarked for 1979-80 and incorporated in the Work Program for 1979-80. The
<br />City Manager recommends adoption on first reading.

<br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was approved
<br />on first reading, and by unanimous vote:

<br />National Airlines. ~
<br /> The City of Portsmouth has received a request from the Norfolk Port & Industrial Authorit
<br />requesting our support and endorsement of Eastern Airlines' application to acquire National ~
<br />Airlines. This feBolution outlines the City s position and endorsement of the Eastern Airlines
<br />acquisition. A copy of the application by Eastern for approval of acquisition and control
<br />of National is attached for your information. The City Manager recommends adoption."
