The two applicants on this petition are the adjoining land owners on either side <br />of West Norfolk Road. Viewers were appointed March 27, 1979. A copy of their report and <br />a plat showing the section to be closed is attached for your information. Eilberg have made application to close a portion of an unnamed <br />alley located on the north side of Turnpike Road. Viewers were appointed on March 27, <br />i979.~ A copy of their report along with a plat showing the unnamed alley is attached for your <br />information. The City has received dedication of another parcel of land to replace the un- <br />named, alley due to the future possible need for a street in this area. The closing of this <br />portion and the redicationiof tHe;other parcel is more beneficial to both parties. (S-79-1) <br /> <br />A PORTION OF UNNAMED ALLEY ON THE NORTH SIDE <br /> <br />Ayes: Barnes, Early, Elliott, Gray, Holley, ORs~, Davis <br />Nays: None <br /> <br /> 79~-t65 ~- Consideration of a resolution approving the Capital Improvements Program for <br />1979 through 1984 a~d a One Year Capital Work Program for Fiscal Year 1979-80. <br /> <br /> The Capital Improvements Program submitted for adoption under this resolution outlines <br />the Work Program for 1979-80 as well as planned programs for 1980 through 1984. The 1979-80 <br />Work Program totals $10,530,693, which includes funds from General Obligation Bonds, Revenue <br />Sharing, Public Utility Bonds and Parking Authority Revenue Bonds (G.O.). A letter high- <br />lighting sections of the Capital Improvements Program and outlining details by funding source <br />is attached for your information. The City Manager recommends adoption." <br /> <br />The City Manager submitted the following letter'~ <br /> <br /> "Submitted herewith is the City Manager's recommended 1979~84 Capital Improvement Program <br />including the proposed budget for the Capital Improvement Work Program for fiscal year 1979-80 <br /> <br /> As you know, Portsmouth's Capital Budgets in recent years have been very lean, due to <br />the municipality's fiscal constraints and to the effects of soaring inflation on construction <br />costs. This austere policy has continued this year. In so far as possible, major emphasis <br />has been placed on maintenance~and upgrading of existing facilities. Major dew projects, <br />with few exceptions, have been selected because they will increase Portsmouth's tax base, re- <br />duce costs, or will be supported by their own sources of revenue. <br /> <br /> <br />
