209 <br /> <br />~,;%r 8 ] qTq. <br /> <br /> 79-149 - On motion of Mr. Holley and seconded by Mr. Gray, the following resolution <br />deferred from the regmlar meeting of April 24, 1979, was adopted, and by the following vote: <br />(ResolUtion was forward~d4t6 SPSA, with the following letter from the City Manager) <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO NOTIFY THE SOUTHEASTERN PUBLIC <br /> SERVICE AUTHORITY (SPSA) THAT THE FORM OF A CERTAIN AGREEMENT HAS BEEN <br /> APPROVED AND WILL BE EXECUTED ON OR ABOUT JULY i, 1979; SUPPORTING A SERVICE <br /> CHARGE BEING LEVIED. <br /> <br /> WHEREAS, the City of Portsmouth has pledged its good faith and credit up to $386,000. <br />to the Southeastern Public Servi:e District for the purpose of providing funds for paying <br />a part of the cost of planning and design of a garbage and refuse collection and disposal <br />system; and <br /> <br /> WHEREAS, the City Manager and his staff have reviewed the content of an "Agreement for <br />Use and Support of a Solid Waste Resource Recovery and Disposal System"; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth hereby authorizes the City Manager to ex= <br />ecute said'.Agree~ent on July 1, 1979. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that <br />the City Manager is authorized to notify the Southeastern Public Service Authority that form <br />of an "Agreement for the Use and Support of a Solid Waste Resource Recovery and Disposal Syste <br />is approved. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager is authorized to execute said agreement <br />an~u~z~ 1979. <br /> <br /> BE IT FURTHER RESOLVED that Portsmouth supports the levy of a service charge upon said <br />Recovegy and Disposal System coming on line. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager is directed to forward a certified copy <br />of this resolution as an enclosure to his letter." <br /> <br />Letter enclosed: <br /> <br /> "As autk~rJzed by the City Council, I am writing to advise that the form of agreement with <br />S~SA entitled "Agreement for Use and Support of a Solid Waste Resource Recovery and Disposal <br />System" has been approved by th%s City and that this City will execute such agreement promptly <br />after the effective date of the ~gmendment to the Virginia Water and Sewer Authority's Act as <br />set forth in House Bill No. 1324 of the 1979 session of the Virginia General Assembly which <br />authorizes end,mandates such action. <br /> <br /> It is understood that such Agreement will not become effective until commercial start-up <br />of ~he disposal system as defined in Article II Paragraph I of the Agreement has begun." <br /> <br />Ayes: Barnes, Early, Elliott, Gray, Holley, Oast, Davis <br />Nays: None <br /> <br />The following reports from the City Manager were presented: <br /> <br /> 7~9-160 "Gonsideration of an ordinance on first reading to appropriate $107,018 from <br />the Federal Gr~nts Fund for the establishment of the Youth Conservation Corps and the Young <br />Adult Conservation Corps at the City's parks; and, to establish the Portsmouth Rent-A-Teen <br />Program. <br /> <br /> This appropriation will provide the funds to establish the local Youth Conservation <br />Corps and the Young Adult Conservation Corps Program. The program will employ 22 youths <br />for an 8 wee~ period and the Young Adult Program will employ i5 young adults from March 1 <br />through September 30,1979. $99,608 of this appropriation is earmarked for this program <br />and there is no local cash match required. The balance of the appropriation, $7,410 will <br />provide the funds necessary to establish the Portsmouth Rent-A-Teen Program under the Departmeht <br />of Parks and Recreation. This program is to be funded entirely through Title VI of CETA and <br />will serve as a clearinghouse for applicants ages 13 to 17 who will provide various community <br />service jobs as requested by the citizens of the community. All funds for this program are <br />100% Federal. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Gray, the following ordinance was approved <br />· on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $107,018 FROM <br />ESTABLISHMENT OF A YOUTH CONSERVATION CORP <br />A PORTSMOUTH RENT-A-TEEN PROGRAM." <br /> <br />THE FEDERAL GRANTS FUND FOR THE <br />AT THE CITY PARKS AND TO ESTABLISH <br /> <br /> 79-161 <br />the Capital <br />development, <br /> <br />"Consideration of an ordinance on first reading to appropriate $65,000 from <br />Improvements Fund for neighborhood playgrounds, Riddick-Weaver recreation site <br /> and the community incentive fund match. <br /> <br /> This appropriation includes $10,000 for the City's 50% share of playground equipment for <br />public housing projects in conjunction with PRHA. $25,000 of this appropriation will be <br />utilized to devedop a recreation site at Riddick-Weaver based on the list of improvements <br />agreed to by the Forum, recreational staff, and principal of the school. This program is nece~ <br />sary ~o eliminate some of the recreational deficiencies in the downtown area as identified in <br />the Open Space Study several years ago.
