Saunders Early, Jr., Archie Elliott, Jr., <br />J. Robert Gray, James W. Holley, Edward L. Oast, Jr., Robert T. Williams, City <br />Manager, Gordon B. Tavloe, Jr., City Attorney. <br /> <br /> Rabbi Laurence A. Schlesigner, Temple Sinai, opened the meeting with prayer, followed by <br />the Pledge of Allegiance to the Flag. <br /> <br />Mayor Davis welcomed all visitors in attendance. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Holley, minutes of the Public Hearing of April <br />23, 1979; minutes of the called meeting of April 24, 1979; and minutes of the regular meeting <br />of April 24, 1979, to be approved as received, and was adopted by unanimous vote. <br /> <br />UNFINISHED BUSINESS <br /> <br /> 79-135 The following ordinance approved on first reading at the Public Hearing of <br />April 23, 1979, was taken up and read: <br /> <br />"ZONING AMENDMENT ORDINANCE Z 79-1- <br /> <br /> On motion of Mr. Holley and seconded by Mr. Gray, the ordinance was adopted, and by the <br />following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Gray, Holley, Oas~ Davis <br />Nays: None <br /> <br /> 79-135 The following ordinance approved on first reading at the Public Hearing of <br />April 23, 1979, was taken up and read: <br /> <br />(b) "ZONING AMENDMENT ORDINANCE Z 79-2- <br /> <br /> On motion of Mr. Gray and seconded by Mr. Early, the following ordinance, as amended, <br />was adoFted, and by the following vote: <br /> <br />"Ah ORDINANCE AMENDING THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, BY AMENDING <br />ZONING ORDINANCE Z 79-2" <br /> <br />was <br /> <br /> Ayes: Barnes, Early, Elliott, Gray, Holley, Oast, Davis <br /> Nays: None <br /> zoning <br /> 79-135 The following/petition~ deferred from the Public Hearing of April <br />taken up and read: <br /> <br />23, 1979, <br /> <br />(d) ' Z 79-6 Petition of Associated Churchland Investors" <br /> <br /> Joseph Preziotti, Jr., representing Baldwin & Gregg, Ltd., spoke for the petitioner, and <br />requested the extension of the existing zoning from R-150 to R-75 Conditional, with specific <br />conditions and can only be developed as single family or duplex housing. <br /> <br /> Motion of Mr. Holley and seconded by Mr. Elliott, to suspend the rule for R. Stuart <br />Baldwin, Owner of Associated Churchland Investors, to speak, and was adopted unanimously. <br /> <br />Mr. Baldwin stated that the lots would be compatible to Zhe surroundin~ area. <br /> <br /> Don Comer, Sr., 4627 Rivershore Road, spoke against the petition, requesting that the <br />proffer be refused and property in question to be rezoned R-100 so it can be in conformity <br />with the property across tn Southampton. <br /> <br /> Robert W. Wentz, Jr., 4730 Rivershore Road, spoke against the petition, stating that it i~ <br />the responsibility of the Council to make decisions that is in the best interest of the City, <br />and again ~S-k'~'-'- who will maintain the burrow pit. <br /> <br /> Motion of Mr. Early and seconded by Mr. Barnes, that the 5 lots on Rivershore Road to <br />remain R-t50-~nd remaining inside lots R-75-S-K, and was defeated by the following vote: <br /> <br />Ayes: Barnes, Early <br />Nays: Elliott, Gray, <br />Abstaining: Oast <br /> <br />Holley, Davis <br /> <br /> 79-135 the following ordinance approved on first reading at the Public Hearing of <br />April 23, 1979, was taken up and read: <br /> <br />(e) '?.ZONING AMENDMENT ORDINANCE Z 79-~'' <br /> <br /> On motion of Mr. Gray and seconded by Mr. Oast, the ordinance was adopted, and by the <br />following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Gray, Holley, Oast, Davis <br />Nays: None <br /> <br /> <br />
