Harper and Magdalene Harper and William Barnes have made application <br />to vacate, close and discontinue the hereinafter described portion of a certain alley on the <br />west side of Allard Road, and it appearing that:notice of application and request for the <br />appointment of viewers was duly posted on June 14, 1979, on the bulletin board of the City Ha_l <br />Building of the City of Portsmouth, the bulletin board of the General District Court (Civil <br />Division) and the bulletin board of the Circuit Court of the City of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />Frank N..Bitisoly, Louis J.
