<br />anticipated in constructing the fiscal year 1978-79 operat~yg budget. In accordanc~ with
<br />Section ll-6[b) of the City Code, I am reporting to you that I have utilized $25,000 from the
<br />Emergency Budget Contingency account of the General Fund to fund the purchase of this reserve
<br />fuel supply."

<br /> Motion of Mr. Oast and seconded by Mr. Holley, the report to be approved and was adopte~

<br /> ?9-236 "Consideration of an ordinance on first reading to appropriate $15,000 from the
<br />Capital Improvements Fund for the renovation of a portion of the basement of the Public Libra~
<br />to a Children's Museum.
<br />
<br /> This ordinance will provide the necessary funds for the purchase of materiJls and labor
<br />for the City Building and Grounds Division to rehabilitate a portion of the Public Library
<br />basement at Court Street into a Children's Museum. The Portsmouth Service League has cesponsc
<br />this project and appeared before the City Council at the Public Hearing on Revenue Sharing
<br />requesting that $15,000 be utilized for the renovation of the library for this purpose. The
<br />Planning Commission and the CAC jointly recommended this project after their Public Hearing
<br />held on the use of Revenue Sharing Funds. This project will be funded from General Revenue
<br />Sharing Funds which is included in the Contingency Account of the Capital Improvements Progra~
<br />for 1979-80. The City Manager recommends adoption on first reading."

<br /> On motion of Mr. Barnes and seconded by Mr. Oast, the Eollowing ordinance was approved
<br />on first reading, and by unanimous vote:

<br /> 79-237 "Consideration of a resolution authorizin~ the issuance of $4,122,200 of bonds
<br />of the Cigy of Portsmouth to be known as General Oblige%ion Bonds for capital improvements
<br />purposes.
<br />
<br /> This resolution authorizes the issuance of $4,122,~00 of General Obligation Bonds which
<br />includes all capital projects that have been appropriatbd to date and General Obligation
<br />Bond authorization is required. This authorization authorizes the issuance of bond antici-
<br />pation notes in the short term and also sets the basic authorization for the issuance later in
<br />the 1979-80 Fiscal Year. A list of the projects included in this resolution is attached for
<br />your information. The City Manager recommends adoption_"

<br /> On motion of Mr. Holley and seconded by Mr. Oast, the following resolution was adopted,

<br />"A R~SOLUTION AUTHORIZING THE ISSUANCE OF $4,122,2OO. OF BONDS OF THE CITY OF
<br />PORTSMOUTH, VIRGINIA, TO BE KNOWN AS GENERAL OBLIGkTION BONDS FOR THE PURPOSES
<br />OF URBAN RENEWAL, PARKS AND RECREATION, PUBLIC SAFETY, PUBLIC TRANSPORTATION,
<br />PURCHASE OF PROPERTY, DRAINAGE AND STREET IMPROVEMENTS, COMMUNITY SERVICES
<br />AND WATERFRONT DEVELOPMENT.
<br />
<br /> WHEREAS, it is nbcessary for the City of Portsmouth to provide funds for the projects
<br />as hereinafter set forth; and
<br />
<br /> WHEREAS, there are no funds in the treasury of the City o'f Portsmouth applicable to the
<br />payment of said expenses and the cost of said projects and it is, accordingly, necessary to
<br />issue GeJe[al Obligation Bonds of the City of Portsmouth in the sum of Four Million, One
<br />Hundred Tw~nty~wo Thousand, Two Hundred Dollars ($4,122,200.) for those purposes.
<br />
<br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:
<br />
<br /> (1) For the purposes ?of urban renewal, parks and recreation, public safety, public
<br />transportation, purchase of property, drainage and street zmprovements, community services and
<br />waterfront development, it shall be issued Four Million, One Hundred Twenty-two Thousand, Two
<br />Hundred Dollars ($4,122,2OO.) of bonds of the City of Portsmouth to be known as General Obliga
<br />tien Bonds pursuant to the provisions of Chapter 5 of Title 15.1 of the Code of Virginia, 1950
<br />as amended, and provisions of law applicable thereto. The s~id bonds shall be serial bonds am
<br />shall be issued at one time and shall be in such form and of such denomination as the Council
<br />shall direct. Each issue shall be payable not exceeding forty (40) years from its date, and
<br />said bonds shall bear interest at a rate or rates to be hereinafter determined by the Council
<br /> upon the sale of said bonds, providing that the maximu~ rate of interest shall not exceed the
<br />maximum rate of interest authorized by law at the time Of the sale of said bonds.
<br />
<br />(2) This resolution shall take effect from the date of its adoption."

<br /> 79-238 "Consideration of an ordinance amending the City Code pertaining to building
<br />permit fees for Group H Type construction and improvements as outlined in the BOCA Code.
<br />
<br /> This amendment to the City Code changes the Group H Section of the City Code for con-
<br />struction and improvements by adding a revised schedule of permit fees. The City in modifying
<br />the schedule of permit fees has estimated the realistic inspection fees based on the cost
