Monroe, 2125 Je£ferson Street, representing Harrison Ward Civic <br />Lea~e, spoke concerning curbs and gutters in Prentis Park/Brighton Areas (Harrison Ward), <br />and presented the following petition: <br /> <br /> "We, the undersigned homeowners, taxpayers and voters living in voting precincts 13 and <br />14 (previously known as Harrison Ward) do hereby petition the City Council to improve our <br />neighborhood by installing curbing and storm drainage. The general boundaries of our neigh- <br />borhood is as follows: George~ashingr~nHighway to the south and southeast; Interstate 264 on <br />the north, Elm Avenue on the east and Frederick Boulevard on the west. <br /> <br /> The slightest downpour of rain causes water to stand. The water sours, causing very <br />unpleasant odors, presenting safety and health hazards to everyone living here and anyone <br />passing through. <br /> <br /> This condition is long standing and grows worse every time it rains. The remedy, indeed <br />the only remedy, is curbing and proper%storm drainage. <br /> <br /> Your early consideration of this matter is requested." Signed by Elizabeth W. It is with great sorrow that ~ hereby submit <br />my resignation from the Portsmouth City Council, effective June 29, 1979. <br /> <br /> I have enjoyed working with you and our fellow Councilmen for the betterment of our City <br />during the past five years. We have seen our City government grow into one of the most pro- <br />gressive elected and appointed bodies in this country. From July 1, 1974, we have dedicated <br />our lives to make Portsmouth the All America City which she truly is. <br /> <br /> <br />
