I know that with your <br />able leadership along with the S~pport of our outstanding City Councilmen, progress will con- <br />tinue to be the goal of our City. <br /> <br /> I also extend my most since~ <br />for providing us with an efficie~ <br />more productive. <br /> <br />May god's grace continue to <br /> <br />Mayor Davis offered the fo] <br /> <br /> thanks ro Robert Williams, our City Manager, and his staff <br />tt City administration which has mad~ my job as a Councilman <br /> <br />bless each of you and our City of Portsmouth." <br /> <br />owing remarks: <br /> <br /> "It is with deep regret, as well as a sense of pride, that we accept the resignation <br />of Councilman Elliott, effective June 29, 1979 from his seat on the City Council of Portsmouth <br />As you are all aware, Councilman Elliott has been selected to fill a vacancy in the General <br />District Court, and will assume those duties effective July 1, 1979. <br /> <br /> For many of you who do nor know Councilman Elliott well, he has had a long and distin- <br />guished career in public service, following his graduation from Law School, he served with <br />distinction as a ~reen Beret during a difficult time when America was at war in Vietnam. He <br />has also served the City of Portsmouth as an Assistant Commonwealth Attorney and since July 1, <br />1974, as a City Councilman. His list of community service is too long to mention here except <br />to say that he has taken his duties seriously and has been conscientious in the exercises of <br />leadership as a representative of our citizens. <br /> <br /> During his tenureas a City Councilman, Archie Elliott has vigorously supported service <br />deliver to our citizens especially in the area of Parks and Recreation. His ability ~ bring <br />forth issues and ideas in a positive manner has h~lped~us-~o wgrk as a team to overcome the <br />tremendous challenges faced by this City. <br /> <br /> I am sure I speak on behalf of the entire City Council when I say that will miss you in <br />the months to come. We are, however, extremely proud of your accomplishments and wish you <br />continued success as you assume your new duties. It has ~een a pleasure working with you and <br />we look forward to a continued warm relationship in the future.' <br /> <br /> Mgy you go to your new assignment with our best wishes and our prayers to God that you <br />will be endowed with the wisHdm, the patience, and the tolerance that your new duties will <br />impose on y~u. I have now doubt that you will be endowed wit~ all of these things, and we <br />hope that God will bless you." <br /> <br /> Motion of Mr. Holley and secn~ded by Mr. Gray, that~Councilman Elliott's resignation <br />be received with regrets and an appropriate resolution be presented, and was adopted by <br />6-0 vote. (Resignation effective June 29, 1979) <br /> <br />to <br /> <br /> Vice Mayor Holley and Councilmen Barnes, Early, Gray, and <br />and best wishes and good luck in his new role. ~ <br /> <br />Oast offered their comments <br /> <br /> Motion of Mr. Holley and seconded by Mr. Early, that the Rev. Ben A. Beamer, Sr. to be <br />plac~d in nomination for the ~acancy created by the resignation of Councilman A~chie Elliott, <br />Jr., ~ wgs'~dopted by unanimous ~ote. <br /> Motion of Mr. Oast and seconded by Mr. Barnes, that nominations be closed, and the above <br />nominee was elected to fill the unexpired term of Councilman Elliott, effective July 1, 1979, <br />and was adopted by the following ~ote: <br /> <br />Ayes: Barnes, Early, Gray, Holley, Oast, Davis <br />Nays: None <br /> <br />On motion meeting adjourned. <br /> <br />APPROVED - <br /> <br /> Mayor <br /> <br />~iny C1 er~k~ <br /> <br /> <br />
