May god's grace continue to Mayor Davis offered the fo] thanks ro Robert Williams, our City Manager, and his staff tt City administration which has mad~ my job as a Councilman bless each of you and our City of Portsmouth." owing remarks: "It is with deep regret, as well as a sense of pride, that we accept the resignation of Councilman Elliott, effective June 29, 1979 from his seat on the City Council of Portsmouth As you are all aware, Councilman Elliott has been selected to fill a vacancy in the General District Court, and will assume those duties effective July 1, 1979. For many of you who do nor know Councilman Elliott well, he has had a long and distin- guished career in public service, following his graduation from Law School, he served with distinction as a ~reen Beret during a difficult time when America was at war in Vietnam. He has also served the City of Portsmouth as an Assistant Commonwealth Attorney and since July 1, 1974, as a City Councilman. His list of community service is too long to mention here except to say that he has taken his duties seriously and has been conscientious in the exercises of leadership as a representative of our citizens. During his tenureas a City Councilman, Archie Elliott has vigorously supported service deliver to our citizens especially in the area of Parks and Recreation. His ability ~ bring forth issues and ideas in a positive manner has h~lped~us-~o wgrk as a team to overcome the tremendous challenges faced by this City. I am sure I speak on behalf of the entire City Council when I say that will miss you in the months to come. We are, however, extremely proud of your accomplishments and wish you continued success as you assume your new duties. It has ~een a pleasure working with you and we look forward to a continued warm relationship in the future.' I have now doubt that you will be endowed wit~ all of these things, and we hope that God will bless you." Motion of Mr. Holley and secn~ded by Mr. Gray, that~Councilman Elliott's resignation be received with regrets and an appropriate resolution be presented, and was adopted by 6-0 vote. (Resignation effective June 29, 1979) to Vice Mayor Holley and Councilmen Barnes, Early, Gray, and and best wishes and good luck in his new role. ~ Oast offered their comments Motion of Mr. Holley and seconded by Mr. Early, that the Rev. Ben A. Beamer, Sr. to be plac~d in nomination for the ~acancy created by the resignation of Councilman A~chie Elliott, Jr., ~ wgs'~dopted by unanimous ~ote. Motion of Mr. Oast and seconded by Mr. Barnes, that nominations be closed, and the above nominee was elected to fill the unexpired term of Councilman Elliott, effective July 1, 1979, and was adopted by the following ~ote: Ayes: Barnes, Early, Gray, Holley, Oast, Davis Nays: None On motion meeting adjourned.
