We have prepared a current data report titled "State of the City
t979" which updates all facts bearing on Comprehensive Planning, (Note interesting changes).
Each city department will analyze this data and to reassess their needs based on this new in-
formation and also on probable future changes.

We have reviewed needs with all city departments whose services will be affected by the
Comprehensive Plan. We have approved a philosophy which establishes the relationship of main
goal to sub-goal and the criteria which ell goals must meet.

We are in the process of reviewing these goals now.

Here is where we are going:

We plan to complete the goal review by September 4, 1979. On that day, tentative goals
will be presented to the Planning Commission. During September 1979, we will hold public
hearings in 4 areas of the city. At those hearings all citizens will be asked to comment, to
suggest changes, and they will find out how they will be affected personally.

In October of 1979 the Planning Commission will hold another public hearing on the goals
revised to accommodate the citizen recommendations. These revised goals will be forwarded to
you, ~e City Council, for your approval, at that time. The City Council will hold a public
hearing on goals prior to final approval.

The Review Task Force and the Technical Task Force then take the approved goals to develo
objectives, plan 7 projects, for achieving these goals. We hope that by February-March 1980
the Comprehensive Plan including land use and transportation in tentative form, will be ready
for citizen review and for your review, revisions and final approval to follow. (Reviewed
status report with charts)

Now that we have gone over the steps that are completed and those steps that are remainin
I hope you have an understanding of where we are, where we are going, and when we hope to get
there. I will try to answer your questions. Other members of the Policy Task Force and the
members of the Review Task Force may help with answers I do not have.

The Comprehensive Plan will function in direct proportion to the understanding of it and
the commitment to the process that~held by the citizens and their elected representatives.
I predict that it will function well. We look forward to completing the plan by the target
date, in cooperation with you and with all the citizens of Portsmouth."

V£ce~Mayor Holl~ey thanked Mrs. Rivin for the presentation.

Motion of Mr. Oast and seconded by Mr. Gray, that the State of the City Report to be
accepted, and was adopted by unanimous vote.

79-290 Public Hearing on rezoning and use permit applications, amendments to the City
Code, the designation of an historic area and an amendment to the Comprehensive Plan:

(a) Use Permit 79-7 - Petition of Centennial Baptist Church, by Principal.

Thomas L.
