<br /> So here is where we are on August 13, 1979 - we have reviewed data about Portsmouth
<br />going back as far as 1947. We have prepared a current data report titled "State of the City
<br />t979" which updates all facts bearing on Comprehensive Planning, (Note interesting changes).
<br />Each city department will analyze this data and to reassess their needs based on this new in-
<br />formation and also on probable future changes.
<br />
<br /> We have reviewed needs with all city departments whose services will be affected by the
<br />Comprehensive Plan. We have approved a philosophy which establishes the relationship of main
<br />goal to sub-goal and the criteria which ell goals must meet.
<br />
<br />We are in the process of reviewing these goals now.
<br />
<br />Here is where we are going:
<br />
<br /> We plan to complete the goal review by September 4, 1979. On that day, tentative goals
<br />will be presented to the Planning Commission. During September 1979, we will hold public
<br />hearings in 4 areas of the city. At those hearings all citizens will be asked to comment, to
<br />suggest changes, and they will find out how they will be affected personally.
<br />
<br /> In October of 1979 the Planning Commission will hold another public hearing on the goals
<br />revised to accommodate the citizen recommendations. These revised goals will be forwarded to
<br />you, ~e City Council, for your approval, at that time. The City Council will hold a public
<br />hearing on goals prior to final approval.
<br />
<br /> The Review Task Force and the Technical Task Force then take the approved goals to develo
<br />objectives, plan 7 projects, for achieving these goals. We hope that by February-March 1980
<br />the Comprehensive Plan including land use and transportation in tentative form, will be ready
<br />for citizen review and for your review, revisions and final approval to follow. (Reviewed

<br /> Now that we have gone over the steps that are completed and those steps that are remainin
<br />I hope you have an understanding of where we are, where we are going, and when we hope to get
<br />there. I will try to answer your questions. Other members of the Policy Task Force and the
<br />members of the Review Task Force may help with answers I do not have.
<br />
<br /> The Comprehensive Plan will function in direct proportion to the understanding of it and
<br />the commitment to the process that~held by the citizens and their elected representatives.
<br />I predict that it will function well. We look forward to completing the plan by the target
<br />date, in cooperation with you and with all the citizens of Portsmouth."
